Prime Minister Narendra Modi on Saturday inaugurated India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan’s Balotra district. The event marks a significant milestone in the country’s energy and industrial infrastructure development. The state-of-the-art facility is expected to boost refining capacity and strengthen petrochemical production in India. Chief Minister Bhajanlal Sharma was also present during the inauguration ceremony.
The complex has been developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan. Built at an estimated cost of over ₹79,450 crore, the project has a refining capacity of 9 Million Metric Tonnes Per Annum (MMTPA). It also includes a petrochemical capacity of 2.4 MMTPA, making it one of the largest integrated energy projects in the country.
According to official details, the refinery features a high Nelson Complexity Index of 17.0, indicating advanced processing capability and efficiency. Its petrochemical yields exceed 26%, aligning with global standards for modern refining and sustainable output. The integrated design enables both fuel refining and petrochemical production within a single industrial ecosystem.

The project is expected to significantly enhance India’s energy security and reduce dependence on imports of petrochemical products. It will also act as an anchor unit for a proposed Petrochemical and Plastic Park in the region, encouraging downstream industries. Authorities expect the facility to generate large-scale employment opportunities and stimulate economic development across Rajasthan.
On the same visit, Prime Minister Modi also announced and inaugurated development projects worth approximately ₹1.06 lakh crore in Rajasthan. These include the new terminal building at Jodhpur Airport and the launch of the modified UDAN scheme aimed at improving regional air connectivity. The Jodhpur terminal is designed to handle 20 lakh passengers annually, strengthening aviation infrastructure in the state.
Later in the day, Prime Minister Modi is scheduled to address a public gathering in Balotra following the inauguration of multiple projects. The visit underscores the government’s focus on large-scale infrastructure expansion, energy security, and regional development. The presence of multiple high-value projects highlights Rajasthan’s growing role in India’s industrial growth strategy.
