Daily wage workers across Goa’s municipalities, corporations, and government bodies are rejoicing as a transformative government scheme, effective August 1, 2025, delivers a significant salary increase and comprehensive social security benefits. Announced last month by Chief Minister Pramod Sawant, the initiative targets nearly 3,000 workers who have served for seven years or more, recognizing their critical role in essential services like street cleaning and civic infrastructure maintenance.
Under the new policy, workers’ monthly earnings will rise by up to 51%, from approximately Rs 12,818 to Rs 20,000, with some nearing Rs 28,000, aligning their pay closer to that of regular government employees. The scheme also introduces Employee Provident Fund (EPF) contributions, paid leave, maternity benefits, annual increments, and access to central social security schemes, costing the state exchequer an estimated Rs 4 crore annually.
Yeshwant Bhatkule, a veteran worker with the Corporation of the City of Panaji (CCP), expressed gratitude, stating, “I thank our government and my superiors for this.” Similarly, Sunita Kamble, a seven-year CCP employee, said, “The government has increased the salary, and we feel good.” Garbage collection supervisor Mahendra noted improved worker morale, adding, “They are happy and working with vigor.”

Brijesh Manerkar, director of the State Municipal Administration, emphasized the scheme’s impact, stating, “The entitlements, including salary now on par with regular workers, bring dignity and security.” The inclusion of leave benefits and maternity provisions for women employees marks a significant step toward equity, enhancing the welfare of Goa’s unsung frontline workers.
