The European Union has reportedly initiated preliminary diplomatic outreach to Russia in an effort to reopen communication channels amid ongoing discussions about the future of the Ukraine conflict. According to EU officials, the move is aimed at ensuring that Europe remains engaged in any future peace process and is not sidelined in negotiations concerning regional security and the war in Ukraine.
Officials familiar with the matter said that limited diplomatic contacts have taken place in recent weeks, although no substantive negotiations have been held. The outreach comes as the EU continues to provide political, economic, and military support to Ukraine while also seeking to safeguard its own strategic interests in any potential settlement of the conflict. European officials stressed that the bloc is not positioning itself as a mediator but remains committed to supporting Ukraine’s pursuit of a just and lasting peace.
The development coincides with renewed hostilities on the battlefield. Russian authorities reported that Ukraine launched one of its largest drone attacks since the beginning of the full-scale invasion more than four years ago. According to Russian officials, a major oil refinery in Moscow was struck for the second time within a week, while operations at several airports in the Russian capital were temporarily disrupted due to security concerns.

The Kremlin has previously argued that Europe cannot play a mediating role in resolving the conflict, while maintaining that it remains open to dialogue. Russian President Vladimir Putin has repeatedly stated that Moscow has not rejected communication with European institutions and that channels for engagement remain available if European leaders wish to pursue discussions. However, Russia has largely focused on direct engagement with the United States regarding broader questions related to the conflict.
According to officials, European Council President Antonio Costa has been consulting closely with EU leaders on how and when future engagement with Russia might take place. The discussions are intended to prepare the bloc for any diplomatic opportunities that may emerge while ensuring that European security concerns and interests are adequately represented in future negotiations.
The outreach comes ahead of a European Union summit in Brussels, where Ukraine is expected to be a central topic of discussion. Ukrainian President Volodymyr Zelenskyy is anticipated to address EU leaders as Kyiv continues its push for deeper integration with Europe. Earlier this week, Ukraine formally opened accession negotiations with the EU, marking a significant step in its long-term effort to join the bloc despite the ongoing conflict with Russia.
