Trinamool Congress (TMC) MP Derek O’Brien has written to Prime Minister Narendra Modi requesting an all-party meeting if the government plans to introduce legislation related to delimitation or amendments to the Foreign Contribution (Regulation) Act during the Monsoon Session of Parliament. In his letter dated July 19, O’Brien said discussions with political parties would be necessary before bringing forward any major legislation on these issues.

He argued that greater consultation was required, particularly on matters that could have significant political and administrative implications. The TMC leader pointed out that any bill related to delimitation was not listed in the parliamentary bulletin outlining government business scheduled for the Monsoon Session. He raised concerns that the government could introduce such legislation despite it not being included in the initial agenda.

"However, given your government's dubious record of mocking parliamentary rules of procedure and conventions, we are cynical about your intentions," O’Brien wrote in his letter to the Prime Minister. O’Brien also referred to previous instances where he alleged that important legislation was introduced without adequate notice to lawmakers. Citing the Jammu and Kashmir Reorganisation Bill, 2019, he claimed that the bill was included in the supplementary list of business shortly before being introduced in the Rajya Sabha.

The TMC MP alleged that the timing of legislative announcements in the past had raised concerns among Opposition parties regarding transparency and parliamentary procedures. He said an all-party meeting would help ensure discussions on issues that affect states and political representation. The request comes amid heightened political activity ahead of and during the Monsoon Session of Parliament, with the Opposition expected to raise several issues concerning governance, federalism and legislative processes.

Delimitation has remained a sensitive political issue as it involves the redrawing of electoral boundaries and could impact representation of states in Parliament. Political parties, particularly those from southern states, have previously expressed concerns about possible changes in representation based on future population calculations. The Foreign Contribution (Regulation) Act governs the receipt and use of foreign contributions by individuals, organisations and associations in India. Any proposed changes to the law are likely to attract debate among political parties and civil society groups.

The government has not announced any specific legislation on delimitation or FCRA amendments for introduction during the session at the time of O’Brien’s letter. However, the TMC leader has urged the Prime Minister to ensure wider consultations before moving forward on such matters. The Monsoon Session is expected to witness intense political exchanges, with the government and Opposition preparing to debate several key issues. O’Brien’s letter adds to the growing demands from Opposition parties for greater discussion before major policy decisions are taken in Parliament.
