Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday highlighted the role of outsourced, contractual and permanent employees in the state’s development while launching the Uttar Pradesh Outsourced Services Corporation (UPCOS) in Lucknow. He noted that the state’s progress over the past nine to nine-and-a-half years under Prime Minister Narendra Modi had been driven by the collective efforts of its people, including government employees working across different sectors.

Yogi Adityanath explained that UPCOS was designed to provide outsourced workers with greater dignity, timely salaries and social security. The framework will cover employees working in municipal bodies, hospitals, secretariats and other government institutions, including sanitation workers and computer operators. He emphasised that employees should receive respect for their contribution and have access to mechanisms that address workplace concerns.

The Chief Minister also underlined that the relationship between the government and its workforce extends beyond salary payments and involves trust and accountability. Under the new system, outsourced employees will be able to access information and benefits through a dedicated portal, reducing dependence on intermediaries. He added that the corporation aims to provide a security cover to around two million people.

Yogi Adityanath further explained that employees’ provident fund contributions would be protected under the new arrangement. He noted that outsourcing agencies would receive their service charges separately from the government, while no amount would be deducted from workers’ salaries for those charges. Employees’ Provident Fund contributions would also be deposited securely in their names, according to the framework outlined at the launch.

During the address, the Chief Minister also highlighted other government initiatives, including measures aimed at improving farmers’ access to roads, technology, irrigation and insurance. He linked these efforts with the goal of helping farmers expand beyond cultivation into agriculture-related businesses. He also referred to the One District, One Product initiative, which has provided traditional artisans with platforms to promote and market their products while creating employment opportunities.

The Chief Minister also discussed changes in the state’s recruitment and examination systems, contrasting the current process with the situation before 2017, when candidates faced concerns over paper leaks and uncertainty surrounding examination results. He maintained that the government had changed the system and warned that anyone attempting to compromise the future of young people would face strict legal action, including imprisonment and property seizure.
