As a severe cold wave continues to grip the national capital with plunging temperatures, the Delhi government has intensified its winter relief efforts by significantly expanding night shelter capacity around major hospitals like AIIMS-Safdarjung and GB Pant Hospital. On January 15, 2026, Chief Minister Rekha Gupta announced the addition of new temporary 'pagoda' shelters to protect vulnerable homeless individuals and destitute people who often seek refuge near these medical facilities.
In the AIIMS-Safdarjung area, three additional pagoda shelters have been installed alongside the existing 32, boosting the total bed capacity from 320 to 350. This move addresses the high concentration of homeless people in the vicinity, many of whom sleep in open areas or subways during freezing nights. Similarly, eight new temporary pagoda shelters have been set up around GB Pant Hospital, providing accommodation for approximately 80 individuals. These facilities offer essential amenities including beds, three meals a day, blankets, sanitation, and safe drinking water.
The expansion forms part of the broader Winter Action Plan 2025-26, under which around 250 temporary pagoda night shelters have been established across high-footfall and sensitive zones in the city. Complementing these are 197 permanent night shelters operated by the Delhi Urban Shelter Improvement Board (DUSIB) on a 24x7 basis. Agencies are conducting nightly inspections from 10 pm to 4 am and running a central control room round-the-clock to rescue people from open streets and relocate them to safe shelters.

The initiative comes amid growing concerns over the plight of the homeless, including patients' attendants braving the elements outside hospitals due to overcrowding. The Delhi High Court has also intervened recently, directing authorities to convert subways near hospitals into temporary shelters and ensure immediate protection. Officials emphasize that these steps aim to provide dignity and security during the harsh winter, with ongoing monitoring until March 15.
