Punjab’s Doaba region, despite having the fewest assembly constituencies among the state’s three major regions, continues to hold significant political importance due to its closely contested seats, influential Dalit population and strong NRI connections. With 23 assembly constituencies, Doaba has often played a decisive role in determining which party reaches the majority mark required to form a government in Punjab. The region, comprising Jalandhar, Hoshiarpur, Kapurthala and Shaheed Bhagat Singh Nagar (Nawanshahr), has historically been a stronghold of the Congress and the Shiromani Akali Dal-BJP alliance. However, the political landscape has shifted considerably over the past decade, with newer players gaining ground and traditional vote patterns changing.

In the 2012 Punjab Assembly elections, the SAD-BJP alliance dominated Doaba, winning a combined 16 seats, while the Congress secured six constituencies. However, the 2017 elections brought a major change, with the Congress making significant gains by winning 15 seats. The Shiromani Akali Dal’s tally dropped to five, while the Aam Aadmi Party (AAP) entered the region’s political landscape with two seats. The trend changed again in the 2022 Assembly elections when AAP expanded its presence across Punjab. In Doaba, the party won 10 seats, while Congress remained competitive with nine. The SAD’s influence declined further with only two seats, and the BJP managed to win one constituency. The changing results reflected the region’s evolving political preferences and the impact of multi-cornered contests.

One of the major factors behind Doaba’s political importance is its demographic composition. The region has a significant Dalit population, making it a key focus area for political parties seeking to build broader social coalitions. Doaba also has one of Punjab’s strongest NRI networks, with a large number of families having connections with countries such as Canada, the United Kingdom and the United States. Political observers believe that these factors make Doaba a unique electoral zone where local issues, community influence and overseas connections intersect. The region’s tightly contested seats mean that even a small shift in voter preference can affect the overall seat calculations in a state where the majority mark stands at 59 seats.

Major political parties have increased their focus on Doaba because of its strategic importance. Prime Minister Narendra Modi’s visit to the region earlier this year, including his meeting with Sant Niranjan Dass, head of Dera Sachkhand Ballan, was seen by political observers as an outreach effort towards Dalit voters. Former Punjab Chief Minister Charanjit Singh Channi, who belongs to the Dalit community, has also maintained a strong presence in the region. Channi, who represents the Jalandhar Lok Sabha constituency, frequently visits Doaba. Punjab BJP chief Kewal Singh Dhillon has also visited Dera Sachkhand Ballan, underlining the political importance of community outreach.

"The BJP is seriously focusing on the Doaba region to target the Dalit and NRI voters. PM Modi's visit to Dera Sachkhand Ballan and later conferring Padma Shri on Sant Niranjan Dass are politically significant," said Professor Gurmeet Singh of Panjab University, Chandigarh. Beyond politics, Doaba has its own economic and cultural identity. Jalandhar is known internationally for its sports goods industry, Hoshiarpur has the highest literacy rate in Punjab, Kapurthala is home to the Rail Coach Factory, and Shaheed Bhagat Singh Nagar’s Khatkar Kalan village holds historical significance as the birthplace of revolutionary freedom fighter Bhagat Singh.

While Doaba accounts for fewer seats compared with Malwa, which has 69 constituencies, and Majha, which has 25, its political influence extends beyond numbers. The region’s combination of demographic strength, competitive elections and symbolic importance ensures that no major political party can afford to overlook it. As Punjab’s political battles continue to evolve, Doaba remains a crucial testing ground for parties attempting to expand their support base. Its role as a bridge between community politics, economic interests and electoral calculations has earned it the reputation of being the state’s political kingmaker.
