A High-Level Committee constituted by the central government to study demographic changes arising from illegal immigration and other factors met Union Home Minister Amit Shah on Wednesday and presented its roadmap for future work. The panel, which has been tasked with examining population shifts across India, outlined its plan to visit states and Union Territories to gather first-hand information and engage with local stakeholders before preparing its final recommendations.
The committee is headed by former Supreme Court judge Justice (Retired) Prakash Prabhakar Navlekar and includes senior officials and experts from administrative and policy backgrounds. During the meeting, the panel informed the Home Minister that it would undertake extensive field visits across the country to assess ground-level conditions. These visits are expected to involve interactions with state governments, Union Territory administrations, and relevant local authorities to better understand regional demographic trends.
Officials said the committee will also consult various ministries of the Union government to collect inputs on issues linked to demographic changes. As part of its preparatory work, the panel has developed a detailed questionnaire that will be circulated to states and Union Territories in advance. According to a senior Ministry of Home Affairs (MHA) official, this step is aimed at ensuring structured and informed discussions during the field visits, allowing the committee to gather more focused and relevant data.

Union Home Minister Amit Shah reportedly appreciated the committee’s proposed approach and directed officials, including Union Home Secretary Govind Mohan, to extend full administrative support for its functioning. He also urged the panel to expedite its work and submit its recommendations at the earliest, reflecting the government’s emphasis on timely assessment of demographic trends and related policy concerns.
The High-Level Committee was formed following Prime Minister Narendra Modi’s announcement of a “High-powered Demography Mission” during his Independence Day address on August 15, 2025. Its mandate includes scientifically analysing demographic changes across the country, identifying factors driving such shifts, and recommending appropriate policy, legislative, and administrative measures. The committee’s findings are expected to play a key role in shaping the government’s future approach to managing population dynamics linked to migration and other structural changes.
