Governor Arlekar Outlines Vision In First Assembly Address As TVK Government Sets Roadmap

The first session of the Tamil Nadu Legislative Assembly under the newly elected Tamilaga Vettri Kazhagam (TVK)-led government began on Thursday, with Governor Rajendra Vishwanath Arlekar delivering a 39-minute address that laid out the administration’s governance priorities, development roadmap, and long-term vision for the state. The speech set the tone for what the government described as an ambitious new phase of administration.
In his address, the Governor outlined a five-year development blueprint titled “Vetri Thamizhagam,” aimed at transforming Tamil Nadu into a model state by 2031. He said the government would ensure continuity of welfare measures, including uninterrupted benefits for senior citizens and pensioners, while also expanding support systems. The address also highlighted plans to strengthen sports infrastructure and provide world-class training facilities for athletes to help them compete internationally.
A key focus of the speech was governance transparency and institutional accountability. The Governor announced that all temples under the Hindu Religious and Charitable Endowments Department (HR&CE) would be audited to ensure proper administration and financial oversight. He said the government was committed to improving transparency in religious institutions while maintaining public trust in their management.

On inter-state water disputes, Arlekar reiterated Tamil Nadu’s firm opposition to Karnataka’s proposed Mekedatu dam project and said the government would pursue all legal avenues to protect the interests of farmers dependent on Cauvery river waters. He also referred to the Mullaperiyar dam issue, stating that Tamil Nadu would continue to defend its rights despite Kerala’s calls for a new structure, while focusing on strengthening water conservation systems.
The Governor also addressed law and order concerns, announcing the formation of anti-narcotics units in every district to combat drug-related crimes. He said strict action would be taken against illegal liquor trade and emphasized a strong stance on crimes against women, with stringent punishment for offenders. The administration, he added, remains committed to maintaining a corruption-free governance model.
Concluding his address, Arlekar reaffirmed the state’s commitment to the two-language policy and urged the Union government to support integrated education initiatives. He also described the emergence of the TVK government as a major political shift in Tamil Nadu, comparing it to earlier milestones such as the rise of C. N. Annadurai in 1967 and M. G. Ramachandran in 1977. He noted that the party’s rapid rise to power within two years of its formation reflected a significant transformation in the state’s political landscape.
