Nitish Kumar Launches Bihar Industrial Promotion Package 2025

New policy to create 1 crore jobs by 2030.

Bihar Chief Minister Nitish Kumar unveiled the Bihar Industrial Investment Promotion Package 2025 (BIPPP-2025), a transformative policy designed to catapult the agrarian state into an industrial powerhouse. Approved by the state cabinet in a meeting chaired by Kumar, the policy offers unprecedented incentives, including free land and interest subvention of up to ₹40 crore, to attract investors and generate employment for 1 crore youth over the next five years.

Under BIPPP-2025, industrial units investing over ₹100 crore and creating 1,000 direct jobs will receive up to 10 acres of free land, while those investing over ₹1,000 crore will be allocated up to 25 acres. Fortune 500 companies are also eligible for 10 acres of free land. Investors must apply by March 31, 2026, to avail these benefits. The policy builds on the BIADA Amnesty Policy 2025, streamlining processes for industrial growth.

Additional incentives include reimbursement of net State Goods and Services Tax (SGST) up to 300% of the approved project cost for 14 years, a capital subsidy of up to 30%, and export promotion support of ₹40 lakh annually for 14 years. The state will also provide assistance for skill development, environmental protection, renewable energy adoption, stamp duty reimbursement, land conversion fees, private industrial parks, patent registration, and quality certification. These measures aim to make Bihar a hub for sustainable and inclusive industrial development.

Kumar emphasized that BIPPP-2025 will empower Bihar’s youth by fostering skill development and self-reliance, ensuring maximum employment opportunities within the state. The policy aligns with the upcoming assembly elections, signaling the NDA’s commitment to economic progress. Recent initiatives, such as the Mukhyamantri Udyami Yojana and industrial parks in Patna and Muzaffarpur, have already attracted investments in textiles, food processing, and IT.
