The Election Commission of India has set the stage for Bihar’s 2025 assembly elections, announcing that voting for the 243-seat legislature will occur in two phases on November 6 and 11, with vote counting scheduled for November 14. Chief Election Commissioner (CEC) Gyanesh Kumar, addressing a press conference today, confirmed that the entire electoral process will conclude by November 16. This announcement follows Kumar’s earlier revelation of 7.42 crore eligible voters, including 14 lakh first-timers, underscoring the scale of this democratic exercise in one of India’s most politically charged states.
The two-phase polling schedule is designed to manage Bihar’s vast electorate across its 38 districts, with 90,712 polling stations in place to ensure accessibility. The first phase on November 6 will cover a portion of the constituencies, followed by the second phase on November 11, streamlining logistics in a state known for its complex caste dynamics and high voter turnout, which reached 56.8% in 2020.
Kumar emphasized procedural rigor, noting that the counting of postal ballots—used by senior citizens, persons with disabilities, and election staff—must be completed before the final two rounds of electronic voting machine (EVM) counts, ensuring transparency. The Election Commission’s focus on efficiency reflects its intent to deliver a seamless process amid intense political campaigning by parties like RJD, JD(U), BJP, and newcomer Aam Aadmi Party (AAP), which plans to contest all seats.
Security and fairness remain paramount, with Kumar reiterating a “zero tolerance” policy for violence, backed by advanced measures like webcasting at sensitive polling stations. The compressed timeline—spanning just 10 days from polling to results—signals the commission’s commitment to swift execution, critical in a state where past elections have faced allegations of rigging and unrest.
