Bihar CM Samrat Choudhary Reverses Six Decisions Amid Opposition, Public Pressure

Nearly five months after taking charge as Bihar Chief Minister, Samrat Choudhary has been forced to withdraw or amend several major decisions following criticism from Opposition parties, student groups and the public. Choudhary succeeded Nitish Kumar as Chief Minister on April 15, 2026, and has repeatedly presented his government’s decisions as measures aimed at good governance, public welfare and Bihar’s development. However, a number of announcements have faced strong resistance soon after being introduced.

The latest reversal involved the fourth phase of the Teacher Recruitment Exam, commonly referred to as TRE-4. The Bihar Public Service Commission had initially announced that the recruitment examination would be conducted in two stages, comprising a Preliminary Test and a Mains examination. The proposed format triggered widespread protests from aspirants and Opposition leaders, who argued that the two-stage process would increase uncertainty and make the recruitment procedure more difficult for candidates.

Following the protests, the state government agreed to conduct TRE-4 in a single phase instead of the originally announced two-phase format. The decision was viewed by student groups and Opposition parties as a significant victory after sustained pressure. The rollback also highlighted the political sensitivity surrounding government recruitment examinations in Bihar, where large numbers of young people depend on competitive exams for employment opportunities.

TRE-4 was not the only decision that Choudhary’s government has reconsidered since taking office. In a short period, the administration has reportedly withdrawn or modified at least six decisions after facing criticism, public demonstrations or political opposition. These reversals have raised questions about the government’s decision-making process and whether several announcements were made without sufficient consultation or assessment of their likely impact.

The Chief Minister has continued to defend his broader record by claiming that his government has taken historic decisions in the public interest. His administration has emphasised development, transparency and effective governance as its central priorities. However, the repeated amendments have provided the Opposition with an opportunity to accuse the government of making hurried announcements and retreating only after public pressure intensifies.

The reversals underline the challenges facing the Choudhary government as it attempts to establish its political and administrative identity after the change in leadership. While the government may argue that responding to public concerns reflects democratic accountability, Opposition parties have portrayed the rollbacks as evidence of policy uncertainty. The controversy over TRE-4 is likely to keep attention focused on how the Bihar government frames, announces and implements major decisions in the months ahead.
