Yogi Unveils ‘Sugamya Vyapar Bill’ for Business Ease

Uttar Pradesh is set to revolutionize its business landscape with sweeping industrial and labour reforms, Chief Minister Yogi Adityanath announced during a high-level meeting in Lucknow. The state will introduce the ‘Sugamya Vyapar (Provisions Amendment) Bill, 2025’, a groundbreaking initiative that will decriminalize 99 per cent of punitive provisions across 13 state laws, replacing imprisonment with monetary penalties and administrative actions, making Uttar Pradesh the first state in India to enact such extensive reforms.
Adityanath emphasized that the reforms aim to enhance ease of doing business while safeguarding workers’ welfare, aligning with Prime Minister Narendra Modi’s ‘Shramev Jayate’ mantra. “These steps are crucial to make trade easier and ensure safety and benefits for workers,” he said. The proposed bill will amend key legislations, including the Excise Act, Molasses Act, Tree Protection Act, Revenue Code, Cane Act, Groundwater Act, Municipal Corporation Act, Plastic Waste Act, Cinema Act, and Panchayat Acts, among others.
To ensure fairness, Adityanath directed officials to make punitive provisions transparent and address concerns raised by some of the 14 departments consulted on the draft bill. The reforms also include simplifying labour laws, extending factory license validity, modernizing shop and establishment regulations, and expanding opportunities for women workers. Outdated inspection practices will be replaced with self-certification and third-party audits to boost transparency.

A key highlight is the upcoming launch of ‘Nivesh Mitra 3.0’, an advanced single-window portal for investors featuring a fully digital application process, PAN-based identification, smart dashboards, multilingual support, and AI chatbots. Adityanath stressed timely service delivery and swift resolution of investor grievances to reduce compliance burdens while protecting workers’ rights.
These reforms position Uttar Pradesh as a leader in fostering a business-friendly environment, promising to attract investment, create jobs, and ensure equitable benefits for entrepreneurs and workers alike.
