UP Begins Cow Urine Collection Pilot In Bulandshahr, SP Calls It A ‘Scam’

The Uttar Pradesh government has launched a pilot project in Bulandshahr to collect cow urine from farmers, with the initiative aimed at creating an additional source of income for rural households and supporting the upkeep of cows that are no longer producing milk. The project, initiated by the Yogi Adityanath-led government, is also intended to explore the potential use of collected cow urine as a raw material for agricultural applications. Officials and those involved in the initiative hope that such products could eventually help reduce dependence on certain chemical formulations used in farming.

The pilot project involves farmers across 15 villages in Bulandshahr and is being implemented through a Farmer Producer Organisation (FPO). The organisation is led by Dr Praveen in Narsaina village in the Syana tehsil. Under the initiative, cow urine is being collected from farmers and is expected to be processed for potential agricultural use. The project is being viewed as an experiment to determine whether cow urine can be developed into useful agricultural formulations while simultaneously generating an additional revenue stream for participating farmers.

According to the proposal behind the initiative, cow urine collection could provide another means of earning for rural families, including women who may participate in the collection process. The project also seeks to address the issue of maintaining cows that have stopped producing milk. Such animals can become an economic burden for farmers because they continue to require food and care despite no longer providing an income through dairy production. By creating a potential value for cow urine, the government-backed initiative aims to explore whether farmers can recover some of the costs associated with keeping such cattle.

The collected cow urine is expected to serve as a raw material for agricultural products, with the project exploring whether formulations derived from it could eventually replace or reduce the use of chemical-based agricultural inputs. However, the initiative is currently at the pilot stage, and its effectiveness and economic viability will have to be assessed before any wider implementation. If the experiment is considered successful, the Uttar Pradesh government plans to formulate a formal policy and extend the programme to other parts of the state.

The project has also drawn criticism from the opposition Samajwadi Party, which has taken a political dig at the government over the initiative. The party has alleged that the Bharatiya Janata Party is using the project as part of an alleged scheme to generate funds for elections. The criticism has turned what the government presents as an agricultural and rural-income initiative into another point of political confrontation between the ruling BJP and the opposition in Uttar Pradesh. The allegations, however, are the Samajwadi Party's claims and have not been established as facts.

The pilot in Bulandshahr will therefore serve as a test of whether cow urine collection can become a viable rural economic activity while also producing agricultural applications. With 15 villages participating through the FPO-led initiative, the project is expected to provide practical experience on collection, processing and potential demand for products derived from cow urine. The outcome could determine whether the state moves towards creating a formal policy and expanding the programme across Uttar Pradesh. For now, the initiative remains limited to the pilot phase, while its economic, agricultural and practical benefits are evaluated.
