Teen Driver Drags Man to Death in Delhi

Horrific Hit-and-Drag Caught on Camera

A chilling incident in Delhi’s Outer North District has left the city in shock after a 16-year-old driver struck and dragged 32-year-old Sujeet Mandal for 600 meters, leading to his death. The tragedy, captured on CCTV, occurred around 7 PM on August 23 in the Badli Industrial Area, where Mandal, a PVC pipe factory worker, was returning home.

The footage shows a red car hitting Mandal, trapping him beneath the vehicle. Despite a cyclist’s attempt to alert the driver, the juvenile stopped briefly before continuing to drag the victim to the North Delhi Power Ltd. (NDPL) office at Gate No. 5. Mandal’s body, found with severe injuries and torn clothes, was rushed to Burari Hospital but was declared dead on arrival. His brother-in-law, Jitesh, identified the body, noting a single slipper left at the collision site.

Deputy Commissioner of Police (Outer North) Hareshwar confirmed the driver’s awareness of the trapped victim, stating, “The offender stopped momentarily but drove on, showing reckless disregard.” Police used CCTV to trace the car’s registration, identifying the minor, who was returning from a mechanic shop after a sudden turn caused the collision. The juvenile, a Class 11 student from Mandoli, claimed he fled fearing mob retaliation. He has been detained and presented before the Juvenile Justice Board (JJB).

An FIR under Section 105 of the Bharatiya Nyaya Sanhita (BNS), addressing culpable homicide not amounting to murder, has been filed at Samaypur Badli Police Station. This charge, carrying up to 10 years’ imprisonment and a fine, reflects the driver’s knowledge that his actions could cause death, though without intent to kill. The car has been seized, and forensic analysis of blood samples and Mandal’s slipper is underway.

This incident echoes a January 2023 case in Delhi, where a woman was dragged 12 kilometers to her death, highlighting persistent issues with reckless driving. In 2024, Delhi recorded 1,547 road accident deaths, with 43% involving pedestrians, per NCRB data. The ongoing investigation explores whether the juvenile had accomplices or was under the influence, as police urge stricter enforcement of underage driving laws.
