Defence Minister Rajnath Singh on Thursday unveiled the ‘Raksha’ document, a strategic blueprint outlining India’s defence diplomacy vision for the next decade. The document aims to provide an actionable framework for expanding India’s global defence partnerships while positioning the country as an anchor of peace, stability and a rule-based international order. The release comes as India seeks to deepen security cooperation with partner countries amid an evolving global strategic environment.
The document identifies four key areas: strategic partnerships, capacity building, indigenous defence manufacturing and exports, and maritime security. It outlines plans to deepen bilateral and multilateral security cooperation while strengthening India's engagement with friendly nations. Defence diplomacy has been identified as an important pillar of India's broader foreign policy, linking national security priorities with international cooperation.
Capacity building forms a major part of the blueprint, with emphasis on joint military exercises, training programmes and the sharing of best practices with partner countries. The document also places emphasis on the Make in India initiative in the defence sector, with the objective of establishing India as a reliable global hub for defence manufacturing and exports. The approach seeks to combine domestic defence capabilities with stronger international partnerships.

The ‘Raksha’ document also focuses on India's role in the Indian Ocean Region. It advocates strengthening the country's position as a Net Security Provider and First Responder, reflecting India's growing emphasis on maritime security and regional cooperation. The strategy seeks to support stability across the region through greater coordination, capacity building and security partnerships with other countries.
The release was attended by senior officials from the Defence Ministry, Ministry of External Affairs and National Security Council Secretariat. Those present included Chief of the Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (East) Rudrendra Tandon, Vice Chief of the Air Staff Air Marshal Ashutosh Dixit and Vice Chief of the Naval Staff Vice Admiral Ajay Kochhar.
The 10-year roadmap represents an effort to give greater structure to India's defence diplomacy as the country's security and strategic partnerships expand. By combining military cooperation, defence manufacturing, exports, capacity building and maritime engagement, the document sets out a broader framework for India's role in global and regional security.
