Centre Highlights 17 Crore Jobs Created Over 10 Years Amid Employment Debate
Government cites decade-long employment growth amid youth concerns.
The Centre on Tuesday said that more than 17 crore employment opportunities were created in India between 2014 and 2024, presenting the figures amid increasing concerns among Gen Z over unemployment and limited job opportunities. Labour and Employment Minister Mansukh Mandaviya shared the data during a meeting of NDA MPs, where he outlined the government’s assessment of employment generation, skill development and social security expansion over the past decade.
Citing Reserve Bank of India data, Mandaviya said the country generated an average of 1.7 crore jobs annually during the ten-year period. According to the presentation, employment growth during 2014–2024 was nearly six times higher than during the UPA government’s tenure from 2004 to 2014. The government also highlighted growth in the formal sector, pointing to a rise in establishments and jobs registered under the Employees’ Provident Fund Organisation (EPFO).
The presentation further claimed that India’s unemployment rate declined to 3.1% in 2025, based on World Bank and Periodic Labour Force Survey (PLFS) data. The government said this was lower than the global average of 4.8% and argued that India compared favourably with several major developed and emerging G20 economies on employment-related indicators.

Focusing on youth employment, Mandaviya said workforce participation and employability had improved through initiatives such as Make in India, Start-Up India, the Pradhan Mantri Mudra Yojana, the Vishwakarma Scheme and the Lakhpati Didi programme. According to the figures presented, the youth employment rate has risen to over 41.4%, while graduate employability has improved by 66%. The government also referred to a Rs 2 lakh crore employment and skill development package aimed at benefiting more than 4.1 crore young people and reiterated that the Prime Minister Viksit Bharat Rozgar Yojana has a target of generating over 3.5 crore jobs.
The presentation linked employment growth with broader economic indicators, stating that large-scale infrastructure investment in railways, highways, metro networks, airports, energy and urban development projects is expected to generate around 5.88 crore direct and indirect employment opportunities. It also cited NITI Aayog data claiming that nearly 25 crore people moved out of poverty between 2014 and 2023 and that social security coverage expanded from about 25 crore people in 2015 to more than 101 crore people by 2026, covering 68.4% of the population. The government maintained that the combined impact of employment generation, infrastructure spending and welfare expansion reflects its broader development strategy for the coming years.
