Pollution Control Panel Recommends Only Electric Autorickshaws For Delhi Operations

Delhi may mandate electric autorickshaws under a new anti-pollution proposal.

The Commission for Air Quality Management (CAQM) on Friday announced a phased plan to allow only electric three-wheelers of the L5 category to be newly registered across the National Capital Region (NCR), marking a major policy push aimed at reducing vehicular pollution in and around Delhi.Under the new roadmap, the National Capital Territory of Delhi will implement the rule from January 1, 2027, after which only electric L5-category auto-rickshaws and similar three-wheelers will be eligible for registration.

The policy will later extend to high vehicle-density NCR districts including Gurugram, Faridabad, Sonipat, Ghaziabad, and Gautam Budh Nagar from January 1, 2028, before covering all remaining NCR districts from January 1, 2029.The decision forms part of a broader strategy by the CAQM to address worsening air pollution caused by vehicle emissions in the region. Authorities said the move has been issued under powers granted through the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, which empowers the body to enforce pollution-control measures across the NCR.

In a separate but related directive, the Commission announced that from October 1, 2026, fuel stations across the NCR will be prohibited from supplying fuel to vehicles that do not possess a valid Pollution Under Control Certificate (PUCC). Enforcement will rely on Automatic Number Plate Recognition (ANPR) systems and other technology-based monitoring mechanisms designed to identify non-compliant vehicles in real time.

Officials said the measures are intended to reduce emissions from poorly maintained and highly polluting vehicles, which remain a major contributor to deteriorating air quality in Delhi-NCR. The region frequently records hazardous pollution levels, especially during winter months, prompting repeated interventions from environmental regulators and courts.

The transition toward electric public transport and stricter compliance enforcement reflects India’s broader push toward cleaner mobility solutions and tighter emission norms. However, the implementation of the policy is also expected to require significant expansion in electric vehicle charging infrastructure, financing support for vehicle owners, and coordination among NCR states to ensure uniform enforcement.
