PM Modi Lays Foundation Stone for Rs 10,601 Crore Fertiliser Plant in Assam

Prime Minister Narendra Modi laid the foundation stone for a substantial Rs 10,601-crore brownfield ammonia-urea fertiliser plant in Assam's Dibrugarh district on December 21, 2025, representing a pivotal advancement in promoting agricultural self-sufficiency and industrial development across the Northeast region. This initiative, part of a broader two-day visit during which multiple projects worth over Rs 15,600 crore were unveiled, underscores the government's commitment to revitalizing legacy industrial sites and addressing long-standing fertiliser shortages that have impacted farmers in Assam and adjoining states.

The project is situated at Namrup, within the existing premises of the Brahmaputra Valley Fertiliser Corporation Limited, and is spearheaded by the newly incorporated Assam Valley Fertiliser and Chemical Company Limited, formed in July 2025. This joint venture brings together key stakeholders, including the Assam government, Oil India Limited, National Fertilisers Limited, Hindustan Urvarak & Rasayan Limited, and BVFCL itself, following Union Cabinet approval in March 2025 to establish a modern facility leveraging domestic natural gas resources.

Designed as an energy-efficient, world-class complex, the plant is projected to achieve an annual production capacity of 12.7 lakh metric tonnes of urea upon commissioning in 2030, significantly alleviating dependence on imports and ensuring timely, affordable supply to farmers in Assam, neighboring Northeast states, as well as regions like West Bengal, Bihar, Jharkhand, and eastern Uttar Pradesh. Building on Namrup's historical role as the cradle of India's gas-based fertiliser industry since 1969, this brownfield expansion aims to replace outdated units and enhance overall operational efficiency.

The development is anticipated to create thousands of direct and indirect employment opportunities, stimulate ancillary industries, and drive broader economic growth in the area, while supporting increased agricultural productivity through reliable access to neem-coated urea and other fertilisers. By reducing import reliance and fostering regional self-reliance, the initiative aligns with national goals of agricultural prosperity and industrial revival in the Northeast.

In his address to a large public gathering at the event, Prime Minister Modi hailed the occasion as historic for Assam and the entire Northeast, declaring that a long-cherished dream of Namrup and Dibrugarh has been fulfilled, opening a new chapter in industrial progress. He emphasized the plant's role in empowering local youth through job creation, aiding farmers with consistent fertiliser availability, and contrasting it with previous administrations' neglect of modernisation efforts at the site.
