Prime Minister Narendra Modi on Friday inaugurated the newly constructed Seva Teerth complex, which will now house the Prime Minister’s Office (PMO), the National Security Council Secretariat (NSCS), and the Cabinet Secretariat. The inauguration marks a significant administrative shift, with the PMO relocating from the historic South Block to a modern, integrated facility designed to enhance coordination and efficiency.

Later in the day, the Prime Minister is scheduled to inaugurate Kartavya Bhavan-1 and Kartavya Bhavan-2, which will accommodate several key ministries. According to the PMO, these include the Ministries of Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilizers, and Tribal Affairs. The consolidation is aimed at improving inter-ministerial collaboration and reducing operational delays.

The government described the development as a “transformative milestone” in India’s governance architecture. Officials noted that earlier, many ministries were functioning from fragmented and ageing infrastructure across the Central Vista area, leading to coordination challenges and high maintenance costs. The new complexes seek to address these concerns by bringing critical administrative functions under one integrated and technologically advanced ecosystem.

Designed with digitally integrated workspaces and structured public interface zones, the complexes feature centralised reception systems and enhanced citizen access mechanisms. They also incorporate advanced safety and security measures, including smart access controls, surveillance networks, and emergency response infrastructure. The buildings meet 4-Star GRIHA sustainability standards, integrating renewable energy systems, water conservation practices, and waste management solutions.

The inauguration is also part of a broader symbolic and structural shift undertaken since 2014 to move away from colonial-era nomenclature and architecture. Notable changes include the renaming of Rajpath to Kartavya Path and Race Course Road to Lok Kalyan Marg. The relocation of the PMO to Seva Teerth underscores the government’s push to align administrative spaces with its vision of a modern, citizen-centric governance framework.
