PM Modi to Inaugurate ‘Seva Teerth’: India’s New PMO Complex Set to Transform Governance
Seva Teerth and Kartavya Bhavans to centralize ministries and modernize India’s administrative architecture.
Prime Minister Narendra Modi will formally inaugurate Seva Teerth, the new building housing the Prime Minister’s Office (PMO), on Friday, along with Kartavya Bhavan-1 and Kartavya Bhavan-2, which accommodate several key ministries. He is scheduled to address a public programme at Seva Teerth around 6 pm.
Seva Teerth also houses the National Security Council Secretariat and the Cabinet Secretariat, while Kartavya Bhavans now host ministries including Finance, Defence, Health and Family Welfare, Education, Corporate Affairs, Culture, Law and Justice, Information and Broadcasting, Agriculture, Chemicals and Fertilizers, and Tribal Affairs.
The PMO described the inauguration as a “transformative milestone” in India’s governance framework, aimed at creating a modern, efficient, accessible, and citizen-centric administrative ecosystem. The move consolidates fragmented and ageing offices previously spread across the Central Vista area, which had caused operational inefficiencies and escalating maintenance costs.

Both complexes are equipped with digitally integrated offices, structured public interface zones, and centralized reception areas, designed to enhance collaboration, streamline processes, and strengthen citizen engagement. Officials say these measures will also promote employee well-being and improve overall governance efficiency.
Built to 4-Star GRIHA standards, the buildings incorporate renewable energy systems, water conservation measures, waste management solutions, and high-performance building envelopes. Comprehensive safety frameworks, including smart access control, surveillance networks, and emergency response infrastructure, ensure secure and accessible facilities for officials and visitors.
The inauguration marks a major step in India’s administrative modernization, consolidating critical ministries and the PMO into state-of-the-art facilities, and reflecting the government’s push toward future-ready governance and operational efficiency.
