DGCA Issues Urgent Advisory After Pahalgam Attack to Support Stranded Tourists
In the wake of the tragic Pahalgam terror attack on April 23, 2025, which claimed at least 26 lives, mostly tourists, the Directorate General of Civil Aviation (DGCA) has issued a critical advisory to airlines operating to and from Srinagar.
The attack, one of the deadliest in recent years, left thousands of tourists stranded in the Kashmir Valley, exacerbated by the closure of the Jammu-Srinagar highway due to landslides. The DGCA’s swift response aims to ensure affordable and accessible air travel during this crisis.
The advisory mandates airlines to refrain from surge pricing on Srinagar flights, addressing reports of fares soaring above ₹20,000 amid high demand. Additionally, carriers are instructed to waive all cancellation and rescheduling fees to provide flexibility for affected passengers.

Major airlines have complied, with most offering waivers until April 30, 2025, and some until April 29.
To ease the evacuation of stranded tourists, the DGCA urged airlines to operate extra flights. Air India and IndiGo have scheduled four additional flights on April 23—two each from Srinagar to Delhi and Mumbai—with more on standby.
The Civil Aviation Ministry, led by Minister K. Rammohan Naidu, is closely monitoring compliance and coordinating efforts to transport deceased victims to their home states.
This decisive action reflects the government’s commitment to supporting citizens during crises, ensuring accessibility and affordability in air travel while addressing logistical challenges in the Valley.
