Mumbai's First Suburban Sea-Viewing Deck to Be Built Atop Sewage Plant

Mumbai is expected to receive a new sea-viewing deck by July 2027 as part of a sewage treatment complex being constructed near the Bandra-Worli Sea Link. Unlike the city’s existing waterfront decks, the new public space will be built above a wastewater treatment facility at the southern edge of Bandra.

The project is being developed by the Brihanmumbai Municipal Corporation under its Wastewater Treatment Facility programme. In addition to the viewing deck, the site will include approximately 2.6 acres of landscaped open space containing gardens, pedestrian walkways, seating areas and outdoor fitness equipment for visitors.

The proposed facility will become the first dedicated sea-viewing deck in Mumbai’s suburban region. The city currently has two such viewing spaces, located at Dadar and Girgaon. Civic officials expect the Bandra deck to provide another public vantage point overlooking the Arabian Sea in a part of Mumbai where accessible open space remains limited.

The landscaped area will be almost twice the size of an average football field and more than double the size of Cooperage Ground in Churchgate. Plans also include a skywalk and a civic knowledge centre designed to help visitors understand the wastewater treatment project and the role such infrastructure plays in the city.

The viewing deck, knowledge centre and landscaped public space are estimated to cost ₹67 crore. They form part of the wider ₹30,000-crore wastewater programme launched by the civic body in 2023. The Bandra facility is one of seven sewage treatment plants being constructed across Mumbai under the project.

The other treatment plants are being developed at Worli, Dharavi, Ghatkopar, Bhandup, Versova and Malad. The seven facilities are scheduled to begin operations in phases between late 2026 and 2027. Together, they will have the capacity to treat and recycle 2,400 million litres of wastewater each day, an amount equivalent to approximately 55 per cent of Mumbai’s daily water requirement.
