J&K Lieutenant Governor Chairs High-Level Security Review Meeting
Top officials review security preparedness across Jammu and Kashmir.
Jammu and Kashmir Lieutenant Governor Manoj Sinha on Saturday chaired a high-level security review meeting following the recent terror attack in Kulgam district that claimed the lives of two non-local labourers. The meeting focused on strengthening security measures across the Union Territory, with particular emphasis on protecting migrant workers, intensifying anti-terror operations and reviewing arrangements for the ongoing Amarnath Yatra. Senior civil administration, police and security officials participated in the review.
During the meeting, the Lieutenant Governor directed all Deputy Commissioners and Senior Superintendents of Police (SSPs) to undertake a comprehensive review of the Standard Operating Procedures (SOPs) designed to safeguard labourers from outside Jammu and Kashmir. He also instructed employers to ensure that all workers from other states and Union Territories are covered by insurance and that their details are properly registered with local police and district authorities to facilitate better monitoring and emergency response.
Calling for stronger counter-terror measures, Sinha asked security agencies to intensify precise, intelligence-based operations aimed at neutralising terrorists. He stressed the need to strengthen the existing security grid and maintain heightened vigilance in vulnerable areas. The Lieutenant Governor also directed officials to ensure dignified last rites for the victims of the Kulgam attack and extend all necessary assistance and support to their bereaved families during this difficult period.

The meeting also reviewed security arrangements for the ongoing Amarnath Yatra, with officials assessing measures to ensure the safety of pilgrims and maintain law and order across the region. Among those present were Chief Secretary Atal Dulloo, Director General of Police Nalin Prabhat, Principal Secretary (Home) Chandraker Bharti, senior police officers, divisional commissioners, deputy commissioners, inspectors general of police and other senior administrative officials.
The security review comes amid growing concern over attacks targeting non-local workers in the Valley. Officials said terrorist groups have increasingly shifted towards hybrid tactics, targeting migrant labourers, roadside vendors, drivers and other civilians to spread fear and disrupt normalcy. In response, the Jammu and Kashmir Police and security forces have intensified surveillance around transit camps for non-local workers, increased night patrolling in vulnerable areas and stepped up operations against terrorists and their overground support networks across the Union Territory.
