Himachal Pradesh Chief Minister To Review School Complex System Before Teachers' Day
Decision on school complex system expected soon.
Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has assured primary teachers that the state government will take a final decision on the New School Complex System before Teachers' Day. Addressing protesting teachers in Shimla on Sunday, the Chief Minister said the government would review the policy with sensitivity and make necessary changes or withdraw it if required. He reiterated his understanding of teachers' concerns, stating that he comes from a family of government employees and values their sentiments.
The assurance came after hundreds of primary teachers, under the banner of the Primary Teachers' Association, gathered at Chaura Maidan to protest against the School/Cluster Complex System. The teachers demanded the immediate withdrawal of a government notification issued on September 23, 2025, arguing that the new administrative arrangement could adversely affect the functioning of primary schools. Under the system, around 15 to 20 primary and middle schools are grouped under the supervision of a single principal or designated cluster head.
Reaching the protest site, Sukhu addressed the gathering and promised that the teachers' concerns would be discussed in detail during an upcoming meeting between the government and representatives of the association. He said the state would take a fair and balanced decision after carefully examining the issues raised. In a post on X, the Chief Minister also stated that the government would sympathetically review the arrangement and decide whether improvements or a complete withdrawal were necessary.

The Chief Minister further announced that disciplinary actions initiated against protesting teachers would be revoked. He said suspension orders, departmental inquiries, and FIRs registered in connection with the protests would be withdrawn. Sukhu also assured educators that there would be no reduction in the powers or responsibilities of headmasters, centre headmasters, and Block Elementary Education Officers. Additionally, he announced the revival of sports activities in primary schools and confirmed that Junior Basic Training (JBT) teachers would be promoted to Trained Graduate Teacher (TGT) posts.
According to the Chief Minister, the demands of the Primary Teachers' Association were discussed extensively during a meeting with its representatives at the state secretariat a day before the protest. The government's assurances have provided temporary relief to the agitating teachers, who are now awaiting the formal decision expected before Teachers' Day. The outcome is likely to shape the future of the School Complex System and the administrative structure of primary education in Himachal Pradesh.
