J&K Assembly’s Autumn Session Scheduled To Begin On September 21

The Jammu and Kashmir Legislative Assembly will reconvene for its autumn session on September 21, 2026, after Lieutenant Governor Manoj Sinha summoned the House on Wednesday. The session was convened on the recommendation of the Council of Ministers headed by Chief Minister Omar Abdullah. The summons were issued under the provisions of the Jammu and Kashmir Reorganisation Act, 2019.

The Jammu and Kashmir Legislative Assembly is the unicameral legislature of the Union Territory and serves as its principal legislative body. The Assembly currently has 95 members elected from 95 constituencies, with members serving a five-year term unless the House is dissolved earlier. The upcoming session will provide the Omar Abdullah-led government an opportunity to take up legislative and administrative matters concerning the Union Territory.

The present Assembly was elected in September and October 2024 and is the 13th legislative Assembly of Jammu and Kashmir. The current party strength includes 41 members from the ruling National Conference, 29 from the Bharatiya Janata Party, six from the Congress, four from the Peoples Democratic Party and one each from the CPI(M), Awami Ittehad Party, Aam Aadmi Party and Peoples Conference. Six independent members are also part of the House.

The constitutional and legislative structure of Jammu and Kashmir changed significantly after Parliament passed the Jammu and Kashmir Reorganisation Act in 2019. The legislation reorganised the former state into the Union Territories of Jammu and Kashmir and Ladakh and replaced the earlier bicameral legislature with a unicameral Assembly for Jammu and Kashmir. Before the reorganisation, the state had both a Legislative Council and a Legislative Assembly.

Senior National Conference leader and former minister Abdul Rahim Rather is the Speaker of the Assembly, while Chief Minister Omar Abdullah serves as the Leader of the House. BJP leader Sunil Sharma is the Leader of the Opposition. The National Conference government is supported by the Congress, CPI(M) and four independent legislators who have joined the National Conference.

The September 21 session will therefore be an important legislative sitting for the Union Territory, with the government and opposition expected to take up matters concerning governance and public issues. The formal summoning of the House sets the stage for the Assembly’s autumn proceedings under the existing constitutional and administrative framework of Jammu and Kashmir.
