J&K Announces Migrant Worker Clusters After Kulgam Terror Killings

The Jammu and Kashmir administration has announced a series of enhanced security measures, including plans to relocate migrant workers into designated clusters, following the killing of two migrant labourers in a terrorist attack in Kulgam district. The decisions were taken during a high-level security review meeting chaired by Lieutenant Governor Manoj Sinha, as authorities sought to strengthen protection for vulnerable civilian populations and prevent similar attacks in the region.

The move comes two days after two brick kiln workers from Chhattisgarh were shot dead by terrorists in South Kashmir's Kulgam district. The incident prompted an immediate review of the prevailing security situation, with officials assessing vulnerabilities faced by migrant workers employed across different parts of the Union Territory. The attack has renewed concerns over the safety of non-local labourers working in Jammu and Kashmir.

As part of the revised security strategy, the Jammu and Kashmir Police will intensify surveillance, area domination exercises and night patrolling across sensitive locations. Authorities also plan to relocate migrant workers to specific residential clusters where security arrangements can be strengthened and monitoring improved. Officials believe that housing workers in designated areas will enable security agencies to respond more effectively to potential threats.

The high-level review meeting also focused on improving intelligence gathering, increasing coordination among security agencies and enhancing the deployment of personnel in vulnerable areas. Security forces have been instructed to maintain heightened vigilance, particularly in districts where migrant workers are employed in large numbers. Additional preventive measures are expected to be implemented based on local threat assessments.

The targeted killing of migrant workers has drawn widespread condemnation and highlighted the continued threat posed by terrorism in parts of the Kashmir Valley. In recent years, militants have occasionally targeted civilians, including migrant labourers and minority community members, in an apparent attempt to create fear and disrupt normalcy. Security agencies have repeatedly responded by increasing counter-terror operations and strengthening protective measures for vulnerable groups.

The latest security initiatives reflect the administration's efforts to reassure migrant workers and maintain law and order following the attack. Authorities have emphasised that ensuring the safety of all residents and workers remains a top priority, while investigations into the Kulgam killings continue. Security forces are expected to sustain intensified operations across the region as part of broader efforts to prevent further terrorist incidents.
