Indian Railways doubles ticketless travel fine to Rs 500 effective June 20.
Indian Railways has doubled the minimum penalty for ticketless travel with effect from June 20, 2026, in a move aimed at discouraging unauthorised travel and improving compliance with railway regulations. The revised penalty has been introduced under the provisions of the Jan Vishwas Act, 2026, and applies to offences covered under Sections 137 and 138 of the Railways Act, 1989.
According to an official statement issued by Indian Railways, the minimum fine for travelling without a valid ticket has been increased from Rs 250 to Rs 500. Railway authorities have urged passengers to purchase valid tickets before boarding trains and comply with all travel rules to avoid penalties and ensure smoother operations across the network.
The revised penalty came into force following a gazette notification issued by the Ministry of Railways on June 19. The notification stated that the relevant provisions of the Jan Vishwas (Amendment of Provisions) Act, 2026, relating to the Railways Act, 1989, would become effective from the date of its publication, making June 20 the implementation date for the new fine structure.

The decision follows continued efforts by Indian Railways to curb ticketless travel, which results in significant revenue losses and operational challenges. Railway officials have repeatedly advised passengers to carry valid tickets throughout their journey and cooperate with ticket-checking staff during inspections.
Data released by the Central Railway zone highlights the scale of the issue, with authorities collecting Rs 40.85 crore in penalties from approximately 4.96 lakh ticketless travellers in May alone. The figures underline the extent of unauthorised travel and the importance of stricter enforcement measures across the railway network.
With the revised rules now in force, passengers travelling on Indian Railways are advised to book tickets through authorised channels and verify their travel documents before commencing their journey. Railway authorities have reiterated that adherence to ticketing rules will help maintain orderly operations, reduce revenue leakage and ensure a better travel experience for all passengers.
