Haryana Signs Rs 66,870 Crore MoUs Across Infrastructure, Data Centres, Energy
Haryana secures major investment commitments during Mumbai investor outreach.
Haryana secured investment commitments worth more than Rs 66,000 crore through Memorandums of Understanding (MoUs) signed with various companies during the second day of the ‘Happening Haryana 2.0’ international outreach campaign in Mumbai. Chief Minister Nayab Singh Saini invited investors to participate in the state’s growth story, assuring them of policy stability, faster approvals and sustained government support.
Saini outlined five key guarantees for investors: policy stability, time-bound decisions and approvals, proactive hand-holding of projects, industry-aligned skills and connectivity, and linking investments with local employment, MSMEs, innovation and regional development. He said Haryana’s approach goes beyond providing land and incentives, with the government seeking to build long-term partnerships based on scale, speed, policy certainty and shared prosperity.
The Chief Minister outlined a district-focused development strategy under which different regions will be developed according to their industrial strengths. North Haryana will prioritise food processing, pharmaceuticals, scientific instruments and logistics, while central Haryana will focus on engineering, textiles, automobiles and warehousing. South Haryana will target IT, electronics, e-mobility, Global Capability Centres and advanced manufacturing, while western districts will focus on agro-industry, renewable energy, textiles and export-oriented units.

Saini also referred to the Haryana Vision Document-2047, under which the state aims to take its economy beyond $1 trillion, raise per capita income, improve youth employability and increase women’s participation in economic activity. Education, healthcare, climate-resilient agriculture, smart infrastructure, balanced regional development and sustainable financial systems have been identified as key pillars. He also pointed to Gurugram’s position as a technology and services hub, Faridabad’s engineering base and Manesar’s automobile cluster.
The Chief Minister noted that MoUs worth Rs 1.10 lakh crore had recently been signed at an Industry Policy launch programme in Gurugram. Of the 123 companies involved, 108 have already been provided land, according to the state government. Saini said investor feedback gathered during the Mumbai meetings would be converted into time-bound action plans, with departmental responsibility assigned wherever necessary. The government also plans reforms related to land, approvals and other procedures.
During his Mumbai visit, Saini also met Maharashtra Chief Minister Devendra Fadnavis at his residence. The two leaders discussed issues of mutual interest, including the proposed valour memorial at Kala Amb associated with the Third Battle of Panipat. The memorial, planned across nearly 16 acres, is being advanced through cooperation between the Haryana and Maharashtra governments.
