GCC Councillors Protest Non-Disbursal of Ward Development Funds for 2026-27

Confusion has emerged over the release and utilisation of Ward Development Funds for councillors of the Greater Chennai Corporation (GCC), with elected representatives demanding clarity and the immediate disbursal of funds for the 2026-27 financial year. The issue was raised during the Corporation Council meeting held on August 28, where several councillors expressed dissatisfaction over the delay.

Councillors, including DMK members, attended the meeting wearing black as a mark of protest against the State government and the GCC. They questioned why the funds allocated for ward-level development had not been released for the current financial year. The funds, commonly referred to as “councillor’s funds”, are intended to support development works and address local infrastructure requirements within individual wards.

The demand comes amid continuing questions over the utilisation of Ward Development Funds within the Corporation limits. Councillors have sought greater clarity on the status of funds allocated in previous years and urged authorities to ensure that the available allocations are properly used for public works. The issue has assumed additional importance as councillors want development activities completed before the next urban local body elections, which are expected to be held in March 2027.

The dispute is also unfolding against the backdrop of financial pressure faced by the Greater Chennai Corporation. The civic body is reportedly dealing with a severe fund crunch and has been reviewing several tenders as part of its financial management. The financial constraints have added uncertainty over the Corporation’s ability to take up ward-level projects and release funds as expected.

Councillors have therefore pressed the State government and the Corporation administration to clarify when the 2026-27 Ward Development Funds will be made available. Their concern is that prolonged delays could affect the implementation of local development works and limit the ability of councillors to respond to infrastructure needs in their respective wards. The demand for early release has also been linked to the approaching local body election cycle.

The continuing uncertainty has highlighted broader concerns about the management and timely utilisation of funds meant for ward-level development in Chennai. With councillors seeking immediate action and the Corporation facing financial constraints, the issue is likely to remain a point of discussion in the civic body. Authorities will now have to provide clarity on the availability and disbursal of the funds while balancing ward-level development requirements with the Corporation’s overall financial position.
