Delhi to Assign Aadhaar-Like Number to Every Land Parcel to End Disputes

A 14-digit unique code will modernize land records and ensure transparency in Delhi’s property system.

In a major move to curb land disputes, Delhi Chief Minister Rekha Gupta announced on Sunday that every land parcel in the city will be assigned a 14-digit Unique Land Parcel Identification Number (ULPIN), popularly termed ‘Bhu Aadhaar’. The initiative aims to modernize land records and provide citizens with a single, verifiable reference for property ownership.

“This system will simplify land ownership verification, eliminating the need for multiple documents. Citizens can access complete property details through one number,” CM Gupta said, highlighting the convenience and transparency it will bring. She described ULPIN as not just an identification number but a digital tool to combat corruption and fraudulent transactions in land dealings.

The scheme, originally introduced by the Union government in 2016, faced delays in implementation in Delhi. Now, it is being executed in mission mode, with the IT Branch of the Revenue Department coordinating efforts and support from the Survey of India for mapping and geospatial verification.

CM Gupta emphasized that the 14-digit code will be geo-referenced, helping to clearly define property boundaries and reduce disputes. The system will also allow seamless coordination of land data across various government departments, strengthening governance and curbing multiple registrations and fraudulent sales.

Advanced technology is being employed for the initiative, including 2 terabytes of high-resolution geospatial data and drone-based Ortho Rectified Images. These tools will ensure precise mapping for all land parcels in Delhi, including 48 villages already covered under the SVAMITVA scheme.

“This project reflects the government’s commitment to Digital India and represents a crucial step toward transparent, citizen-friendly land administration. It will help citizens, authorities, and investors by providing clear, reliable, and dispute-free land records,” CM Gupta added.
