The Delhi Cabinet has approved the Delhi Right of Citizen to Time-Bound and Ease of Delivery of Service Bill, 2026, a proposed legislation aimed at making the timely delivery of notified government services a legal right for residents of the national capital. The Bill is yet to complete the legislative process before becoming law and seeks to replace the existing Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011. The proposed framework is designed to improve transparency, accountability and efficiency in the delivery of public services through a technology-driven governance system.
According to the proposed legislation, citizens will be entitled to receive notified government services within prescribed timelines, with authorities expected to process applications in a more transparent and accountable manner. The Bill also envisions an online mechanism that will allow applicants to submit requests digitally, monitor the status of their applications in real time and receive updates throughout the process. The government believes this digital-first approach will reduce delays and make service delivery more efficient for residents.
One of the key provisions of the Bill is the introduction of a penalty mechanism for officials responsible for avoidable delays. Under the proposal, government officials may be fined Rs 250 for every day of delay in delivering a notified service, subject to a maximum penalty of Rs 5,000. In addition, a one-time penalty ranging from Rs 250 to Rs 5,000 may be imposed if an application is rejected without valid justification. The objective is to strengthen accountability within government departments and discourage unnecessary delays.

The proposed legislation, however, also includes safeguards for government employees. Before any penalty is imposed, the concerned official must be given an opportunity to explain the reasons for the delay or rejection, ensuring that action is taken only after following due process. This provision aims to strike a balance between protecting citizens' rights to timely services and ensuring fairness for public officials carrying out their duties.
The Bill proposes a broader overhaul of the existing service delivery system by integrating technology into administrative processes and improving monitoring mechanisms. By making timelines legally enforceable and introducing greater transparency, the government intends to reduce bureaucratic hurdles and enhance public confidence in government services. The legislation is also expected to encourage departments to improve internal coordination and adhere to service standards more consistently.
Although the Cabinet has cleared the proposal, the Bill must still pass through the remaining legislative procedures before it comes into effect. If enacted, it will replace the 2011 law and establish a stronger legal framework for time-bound public service delivery in Delhi. The proposed reforms reflect the government's effort to modernise governance by combining digital infrastructure with accountability measures, while giving residents a legally enforceable right to receive notified public services within fixed timelines.
