Delhi 10/11 Probe: NIA Raids 8 Sites in Kashmir, Targets ‘White-Collar’ Terror Module

The National Investigation Agency on Monday morning launched coordinated raids at eight locations across Pulwama, Shopian, and Kulgam districts of south Kashmir in connection with the deadly car bomb blast near Delhi’s Red Fort that claimed 15 lives. The operation targets a sophisticated “white-collar” terror module that recruited educated professionals for attacks on the Indian capital.
Central to the searches was the residence of Moulvi Irfan Ahmad Wagay in Shopian, identified by investigators as the chief architect of radicalisation and recruitment for the module. Wagay, arrested by Jammu and Kashmir Police in October and later transferred to NIA custody, allegedly ran an online and offline network that groomed engineers, doctors, and other professionals to execute high-impact strikes.
Simultaneous raids were conducted in Koil, Chandgam, Malangpora, and Samboora areas of Pulwama, all linked to overground workers and logistical supporters of the Red Fort attack. Teams also searched the Kashmir residence of Dr Adeel Ahmad Rather, a medical professional arrested from Saharanpur, Uttar Pradesh, in early November for his alleged role in providing technical and financial assistance to the module.

The NIA action follows the agency’s takeover of the probe last month after preliminary evidence pointed to a Kashmir-based radicalisation hub that specifically targeted educated youth for terror operations. Electronic devices, documents, and financial records are being seized during the ongoing searches.
With the Red Fort blast marking one of the deadliest attacks on Delhi in recent years, security agencies maintain that dismantling this white-collar network remains critical to preventing similar strikes on vital installations across India. Further arrests and disclosures are expected as the raids continue.
