Deepti Gaur Mukerjee Appointed Higher Education Secretary in Bureaucratic Reshuffle

Senior IAS officer Deepti Gaur Mukerjee has been appointed Secretary of the Department of Higher Education under the Ministry of Education. Her appointment is part of a major bureaucratic reshuffle approved by the Appointments Committee of the Cabinet. Mukerjee, a 1993-batch Indian Administrative Service officer from the Madhya Pradesh cadre, will take charge of the department at a time when the Centre is implementing several higher education reforms under the National Education Policy.

Mukerjee was serving as Secretary in the Ministry of Corporate Affairs before being given the new responsibility. She assumed charge of the corporate affairs ministry in August 2024 and has held several senior administrative positions during her career. Her appointment to the Higher Education Department brings experience from both central and state governments, including assignments involving education, healthcare and corporate administration.

Before joining the Ministry of Corporate Affairs, Mukerjee served as Chief Executive Officer of the National Health Authority. Her administrative career has also included significant responsibilities in Madhya Pradesh, where she held senior positions in the School Education Department and the State Education Mission. These assignments gave her experience in managing large-scale public programmes and working on policies affecting students and educational institutions.

Mukerjee also has a background in implementing education initiatives at the state level. A 2017 Ministry of Education document referred to her involvement in discussions on the implementation of the Sarva Shiksha Abhiyan in Madhya Pradesh. The discussions included initiatives such as Mil Banche and Kahani Utsav, which were aimed at promoting reading habits and improving students' learning experiences. Her previous education-related assignments are expected to provide relevant administrative experience in her new central role.

Her appointment comes as India's higher education sector continues to face several policy and administrative challenges, including concerns surrounding entrance examinations, examination systems and the implementation of education reforms. The move also follows the Centre's earlier decision to appoint Naresh Pal Gangwar as Higher Education Secretary, an appointment that was subsequently kept in abeyance, according to reports. Mukerjee will now oversee the department's functioning as the government continues implementing the National Education Policy 2020.

With experience spanning education, healthcare, corporate affairs and state administration, Mukerjee brings a broad administrative background to one of the key departments under the Ministry of Education. Her new role will involve overseeing higher education policies and programmes and coordinating their implementation across the country. The appointment is expected to place her at the centre of several ongoing initiatives aimed at reshaping India's higher education system in line with the government's broader education policy objectives.
