UGC Permits One-Year Postgraduate Programmes in ODL and Online Mode

The University Grants Commission (UGC) has approved the introduction of one-year postgraduate programmes through the Open and Distance Learning (ODL) and online modes, in line with the objectives of the National Education Policy (NEP) 2020. The decision enables eligible higher educational institutions (HEIs) to offer shorter postgraduate courses, subject to compliance with prescribed academic and regulatory requirements. The new guidelines supersede an earlier notification issued by the Commission on July 24.

According to a fresh UGC circular, only those universities and higher educational institutions that are already recognised by the Commission to offer the corresponding two-year postgraduate programme through ODL or online mode will be eligible to introduce the one-year version in the same discipline. The Commission clarified that the approval is limited to recognised institutions and is intended to maintain academic standards while expanding access to postgraduate education.

The UGC stated that the one-year postgraduate programmes must fully comply with the provisions of NEP 2020, the applicable UGC regulations, norms prescribed by relevant statutory bodies, and the UGC Curriculum and Credit Framework for Postgraduate Programmes. Before introducing such courses, institutions must also obtain approval from their competent academic authorities, including bodies such as the Board of Studies, Academic Council, and other statutory committees, as required under university regulations.

The move is aimed at providing greater flexibility in higher education while aligning postgraduate programmes with the reforms envisaged under the National Education Policy. The one-year postgraduate pathway is intended for eligible students under the NEP framework, allowing them to complete advanced academic qualifications in a shorter duration without compromising regulatory or quality standards.

By extending the approval to ODL and online modes, the Commission also seeks to improve access to postgraduate education for working professionals, remote learners and others who may not be able to pursue conventional classroom-based programmes. The expansion of online and distance education has been a key focus of recent higher education reforms, with the UGC encouraging wider adoption of technology-enabled learning while maintaining uniform academic benchmarks.

The revised guidelines will come into effect immediately, allowing eligible institutions to begin the process of introducing one-year postgraduate programmes after securing the necessary academic approvals. The UGC has reiterated that only recognised institutions meeting all regulatory conditions will be permitted to launch these courses, ensuring that the programmes remain consistent with national academic standards and the objectives of the National Education Policy 2020.
