US Police Investigate Suspected Killing Of Man At Home, Teen In Clown Costume Sought

A 15-year-old boy in a clown costume has been taken into custody in connection with the death of 78-year-old John Wesley Allen Sr., who was found on a roadway in East St. Louis around 10 pm on Monday. Illinois State Police said the teenager was identified after Ring camera footage captured a person in a black-and-red clown outfit outside a nearby home less than an hour before Allen was found. Authorities and the victim's family have described the incident as a random attack.
The Ring footage showed the person partially covering his face while appearing to look towards the camera and say, "I'm looking for you." Neighbours also reported seeing an individual moving between homes and looking through windows that night, according to local reports. Police are reviewing the Ring footage and other surveillance recordings as they investigate the circumstances surrounding Allen's death. The teenager was later located at a home and taken into custody.
The teenager, whose identity has not been released because he is a minor, faces a delinquency petition alleging first-degree murder. The St. Clair County State's Attorney's Office has asked the court to allow the case to proceed against him as an adult. Until the court makes a decision on that request, the matter remains subject to the Illinois Juvenile Court Act. Authorities have not indicated a motive for the alleged attack, while the investigation remains ongoing.

Allen was a retired bus driver and Navy veteran who was remembered by his family as a devoted churchgoer and a respected member of the community. His niece, Tenia Stanford, said he had worked as a bus driver for more than 35 years. On the day of the incident, Allen had visited a Veterans Affairs hospital for a checkup and was planning to see his sister, who lives near the bus stop where he was later found. His family said he was identified through the hospital bracelet he was still wearing.
Allen's relatives have expressed shock and confusion over his death, particularly because they said they had no known reason to believe he would have been targeted. His sister, Marie Stanford, questioned why anyone would have attacked him, saying the family did not understand what could have led to the incident. His niece also described the killing as a random act that has left the family grieving. Police continue to investigate the circumstances of the case, while the legal proceedings involving the teenager are expected to determine how the allegation will be handled in court.
