South Korean PM Kim Min-seok Addresses Outrage Over Ballot Shortages
Election disruptions spark scrutiny and demands for reform.
South Korean Prime Minister Kim Min-seok on Tuesday expressed deep concern over the unprecedented shortage of ballot papers that disrupted voting at dozens of polling stations during last week’s nationwide local elections. Calling the incident “truly regrettable,” Kim said the government takes the matter seriously because the right to vote is a fundamental pillar of democracy. His remarks came during a youth policy meeting attended by government ministers, amid growing public criticism over the handling of the elections.
The ballot shortages led to the temporary suspension of voting at 26 polling stations in Seoul and other regions during the June 3 elections, an incident described as unprecedented in South Korea’s modern electoral history. Kim acknowledged that authorities should have responded more swiftly and sensitively to the emerging problems. He said the disruption had reinforced the government’s sense of responsibility and highlighted the need for stronger safeguards to protect citizens’ voting rights.
Public anger over the incident has continued to intensify, particularly among younger voters. Demonstrations have been taking place for several days near a ballot-counting facility in Seoul’s Jamsil district, with many protesters demanding accountability and transparency from election authorities. The controversy has raised broader concerns about the credibility and preparedness of the country’s electoral system, which has traditionally enjoyed a reputation for efficiency and public trust.

President Lee Jae Myung has also responded strongly to the situation, describing voting rights as a constitutional guarantee that must never be restricted or undermined. In a message posted on social media, Lee expressed regret over the disruptions and stated that the ballot shortages had damaged public confidence in the National Election Commission (NEC). He emphasized that protecting electoral integrity is essential to maintaining the foundations of popular sovereignty and democratic governance.
To address the controversy, Lee called on the National Assembly to conduct a parliamentary inquiry aimed at determining the causes of the shortages, preventing future incidents and examining possible institutional reforms. He also directed the formation of a joint investigation task force involving prosecutors and police to establish responsibility and conduct a comprehensive review of the incident. The government has pledged to take all necessary executive measures in response to the seriousness of the matter.
The ballot shortages were reported at multiple locations across Seoul, including the eastern district of Songpa, causing temporary interruptions in voting and prompting widespread criticism of election management. As investigations move forward, the controversy is expected to remain a significant political issue, with both the government and election authorities facing pressure to restore public confidence and ensure that future elections proceed without disruption.
