South Korea Parliament May Probe Ballot Shortages Reported During Local Elections

Parties in South Korea seek probe into reported ballot shortages during elections.

South Korea’s rival political parties have jointly moved to seek a parliamentary investigation into a reported shortage of ballots during last week’s local elections, an incident that has triggered political debate and concerns over electoral management. Both the ruling Democratic Party (DP) and the main opposition People Power Party (PPP) submitted separate requests to the National Assembly on Monday, calling for a formal probe into the circumstances that led to disruptions at several polling stations.

The controversy emerged after ballot shortages were reported at more than a dozen polling stations in Seoul, causing temporary delays in voting and raising questions about the preparedness of election authorities. The issue led to confusion among voters and, in some locations, triggered protests alleging possible election irregularities. Police later intervened at certain sites, dispersing crowds and securing ballot boxes for counting operations.

The PPP has proposed the formation of an 18-member special parliamentary committee to oversee the investigation for a period of 60 days. Under its proposal, the committee would include equal representation from both major parties, with a PPP member serving as chair. The opposition party has also called for the probe to examine whether the shortage violated voters’ rights and whether police response during the incident was appropriate.

In addition, the PPP is planning to introduce separate legislation seeking an independent counsel investigation into the matter. Party officials have argued that a broader and more independent inquiry is necessary to fully determine the cause of the disruption and assess whether any administrative failures or procedural lapses occurred during the election process.

The ruling Democratic Party also submitted its own request for a parliamentary inquiry later in the day. A DP representative stated that the National Election Commission (NEC) had failed to respond adequately despite prior awareness of the potential for ballot shortages. The party described the situation as a serious administrative failure that contributed to confusion and raised public doubts about the integrity of the election system.

Both parties are now expected to engage in discussions to reconcile differences over the structure and scope of the proposed investigation before it is put to a plenary vote in the National Assembly. The outcome of these negotiations is likely to determine how extensively the incident will be examined, as political pressure builds for greater transparency and reforms to prevent similar disruptions in future elections.
