PM Modi Invites Leading German Universities to Set Up Campuses in India
PM Modi invites top German universities to open campuses in India during talks with Chancellor Merz.
Prime Minister Narendra Modi and German Chancellor Friedrich Merz on Monday announced a significant expansion of India-Germany cooperation in higher education, skilling, and student mobility during bilateral talks in Ahmedabad. The leaders highlighted the growing number of Indian students in Germany and the rise of joint degree programs and collaborative research initiatives.
As part of the Indo-German Comprehensive Roadmap on Higher Education, Modi invited leading German universities to establish campuses in India under the National Education Policy, signalling India’s push to attract world-class institutions and enhance academic collaboration. The roadmap is aimed at fostering long-term institutional linkages and facilitating research and innovation partnerships.
The two leaders underscored the strengthening of collaborations between Indian Institutes of Technology (IITs) and German Technical Universities, describing them as key drivers for advanced skills development, research, and technological innovation. These partnerships are expected to benefit students, researchers, and faculty alike.

In a boost for travel and academic mobility, Modi thanked Chancellor Merz for Germany’s introduction of a visa-free transit facility for Indian passport holders, easing travel for students, professionals, and researchers and promoting people-to-people exchanges between the countries.
The leaders also welcomed the signing of a Joint Declaration of Intent on Global Skills Partnership, creating an ethical and sustainable framework for skilled mobility, particularly addressing Germany’s growing demand for workers in healthcare while safeguarding workers’ rights and welfare.
Finally, both countries reaffirmed their commitment to expanding German language education across Indian schools, universities, and vocational centres, while further strengthening exchanges of students, researchers, skilled professionals, artists, and tourists to deepen cultural and educational ties as part of the broader India-Germany Strategic Partnership.
