Poland Charges Man Over Alleged Russian Influence Operation
Polish prosecutors have charged an 18-year-old Ukrainian national with allegedly carrying out sabotage and diversionary activities on behalf of Russian intelligence in an attempt to worsen tensions between Poland and Ukraine. Authorities allege that the man was paid to target memorials dedicated to Polish victims of Ukrainian massacres during World War II as part of an effort to create divisions between the two neighbouring countries.
According to Polish authorities, the suspect allegedly committed 47 criminal offences between November 2024 and August 2025. The charges include acts of sabotage and activities linked to what investigators describe as a Russian influence operation. Poland's Internal Security Agency said the case revealed a broader pattern of alleged attempts by Russian intelligence services to exploit historical disputes and encourage hostility between Polish and Ukrainian communities.
Warsaw has repeatedly accused Moscow of conducting so-called hybrid operations aimed at destabilising Poland and weakening its alliance with Ukraine. Since Russia launched its full-scale invasion of Ukraine in 2022, Poland has emerged as one of Kyiv's strongest supporters, providing military, humanitarian and political assistance. However, tensions surrounding historical issues and migration have contributed to a rise in anti-Ukrainian sentiment among some sections of Polish society.

The case comes amid renewed friction between Warsaw and Kyiv over historical controversies linked to World War II. Relations between the two countries deteriorated further in late June after Polish President Karol Nawrocki removed Ukrainian President Volodymyr Zelenskyy's name from Poland's highest state honour following a dispute over Zelenskyy's decision to name a military unit after the Ukrainian Insurgent Army (UPA).
The UPA was a Ukrainian nationalist organisation that fought for independence against both Nazi Germany and the Soviet Union during World War II. However, the group remains controversial because it has been accused of carrying out massacres against Polish civilians, particularly in the Volhynia and Eastern Galicia regions during the Nazi occupation. Historical disagreements over these events have remained a sensitive issue in Polish-Ukrainian relations despite their close cooperation against Russia's invasion.
While announcing the charges, Poland's Internal Security Agency said the investigation demonstrated what it described as the methods used by Russian intelligence agencies to exploit existing divisions. The agency alleged that Moscow sought to provoke conflicts between Polish and Ukrainian communities by using sensitive historical issues as a tool for influence operations.
Polish authorities have not disclosed further details about the suspect's alleged links to Russian intelligence or the amount of money he was reportedly paid. The investigation remains ongoing, and the accused will have the opportunity to respond to the allegations through legal proceedings. The case is expected to receive close attention as Poland continues efforts to counter suspected foreign interference while maintaining its strategic partnership with Ukraine.
