Hamas leader Khalil Al-Hayya meets Jared Kushner in Cairo for talks
Khalil Al-Hayya, Hamas' overall leader, has emerged as a central figure in diplomatic efforts surrounding the Gaza war after meeting US envoy Jared Kushner in Cairo on Sunday. Hayya was appointed the group's overall leader in July, following years in which he became increasingly prominent within Hamas' political and negotiating structures. His latest meeting with Kushner comes amid efforts to advance a ceasefire process and discussions over the future of Gaza.
Hayya has played a significant role in Hamas' leadership since Israel's military campaign against the group began following the October 7, 2023 attacks on Israel. In 2024, he became part of a five-member council that collectively ran Hamas after Israel killed its then-leader Yahya Al-Sinwar. Hayya himself narrowly survived an Israeli airstrike in Qatar in 2025, although his son and several aides were killed in the attack.
The Cairo meeting was the second time Hayya had held negotiations with Kushner. In October 2025, he led a Hamas delegation in talks with Kushner and US envoy Steve Witkoff. Those negotiations contributed to a ceasefire agreement and the release of remaining hostages taken during the Hamas-led attacks in 2023. The direct engagement is notable because the United States has long designated Hamas as a terrorist organisation and traditionally avoided direct dealings with the group.

Hayya's growing role has therefore placed him at the centre of negotiations over Hamas' future and the wider political and security arrangements for Gaza. The latest talks also come after Hamas agreed in July to lay down its weapons, according to the report. His position reflects the changing structure of Hamas' leadership following the deaths of several senior commanders, while his involvement in negotiations makes him an important interlocutor in efforts involving the United States and other parties seeking an end to the conflict.
