Global Leaders Meet In Barcelona To Strengthen Liberal Democracy And Multilateralism

Progressive leaders meet in Barcelona to defend liberal democracy and counter extremism and misinformation.

A coalition of progressive and centrist democratic leaders gathered in Barcelona on Saturday for a high-level forum aimed at reinforcing the liberal, multilateral world order amid rising geopolitical tensions, political polarisation, and growing far-right influence across several regions.

The event, hosted by Spanish Prime Minister Pedro Sánchez, brought together heads of state and senior officials from multiple countries, including Brazilian President Luiz Inácio Lula da Silva, Mexican President Claudia Sheinbaum, South African President Cyril Ramaphosa, and Colombian President Gustavo Petro, along with representatives from several other nations and British Deputy Prime Minister David Lammy.

The meeting, titled the IV Meeting in Defense of Democracy, focused on strengthening democratic institutions and addressing global challenges such as extremism, misinformation, and economic inequality. It was launched in 2024 as a joint initiative by Brazil, Spain, and Chile to promote dialogue on safeguarding participatory democracy in an increasingly fragmented global environment.

Opening the discussions, Sánchez warned of “repeated attempts to undermine international law” and growing pressures on the multilateral system. He emphasised the need to reinforce global cooperation frameworks, including reforming international institutions, regulating digital platforms to combat disinformation, and addressing widening economic disparities.

Although no leader directly named former US President Donald Trump, his policies and broader global influence were widely seen as an implicit backdrop to the discussions, particularly regarding challenges to multilateral organisations such as the United Nations and NATO.

The leaders reiterated their shared belief that democracy remains the most effective system for addressing modern global challenges. They also highlighted concerns over ongoing conflicts, including the war in Ukraine, the crisis in Gaza, and escalating tensions involving Iran, all of which have contributed to global instability and economic uncertainty.

The summit followed a bilateral meeting between Sánchez and Brazilian President Lula earlier in the week, where both leaders expressed concern over the fragmentation of global governance and rising geopolitical rivalries. They stressed the importance of defending human rights, environmental protections, and gender equality as core pillars of democratic governance.

Later sessions are expected to include broader participation from around 3,000 policymakers and elected representatives at a parallel gathering focused on progressive policy ideas. Organisers said the goal is to build coordinated responses to global challenges while strengthening trust in democratic institutions at a time of increasing political division worldwide.
