FBI Flags Persistent Iranian Threat In U.S., White House Seeks To Downplay Risk

The FBI issued a warning last month highlighting an ongoing threat posed by the Iranian government to U.S. military personnel, government buildings, and Jewish and Israeli institutions on American soil, according to a March 20 intelligence report obtained by Reuters. The report, circulated to state and local law enforcement, emphasized that Iranian operatives may also target Iranian dissidents residing in the United States. While the report outlined specific risks, it did not identify any broad threats to the general public.

The intelligence bulletin, titled the “Public Safety Awareness Report,” follows months of heightened rhetoric from President Donald Trump regarding Iran. In early March, Trump publicly minimized the likelihood of Iranian attacks in the United States. When asked outside the White House on March 11 if he feared an attack, he replied, “No, I'm not.” However, later that month, Trump escalated his warnings, stating that “a whole civilization will die tonight” if Iran did not comply with U.S. demands, though he subsequently delayed the threatened action by two weeks.

The FBI and the National Counterterrorism Center (NCTC) described Iranian activities as persistent and diverse, including attempts to kidnap or assassinate Americans. Methods reportedly employed by Iranian operatives in the past have ranged from firearms to stabbings, vehicle rammings, bombings, poisonings, strangulation, suffocation, and arson. The report also noted that Tehran often relies on operatives with legal status in the U.S. or those with access to critical information, and that the government monitors social media, map applications, and other digital platforms to select and surveil targets.

The report further warned that Iranian agents have sought to lure victims to locations outside the United States for potential kidnapping or execution. It emphasized that violent extremists with a range of ideological motivations, particularly those opposed to the U.S. or Israel, could see ongoing conflicts as justification for attacks. Law enforcement agencies were advised to maintain heightened vigilance and share any suspicious information with federal authorities.

White House spokeswoman Abigail Jackson downplayed the report’s urgency, asserting that the administration is “working together to protect the homeland and the American people” and cautioned media outlets against “irresponsibly sowing fear” based on isolated memorandums. The March report was released weeks after prior intelligence products were reportedly blocked by the White House to ensure proper vetting before public dissemination.

Public sentiment in the United States underscores the sensitive nature of the situation. A Reuters/Ipsos poll conducted last month found that two-thirds of Americans support a rapid end to U.S. involvement in foreign conflicts, highlighting concerns about how perceived threats could influence domestic opinion. The FBI report, obtained through open records requests by the transparency nonprofit Property of the People, adds context to ongoing discussions about U.S. national security and the potential risks posed by foreign actors.
