Delhi Police Arrest Two Men Linked To ISI Proxy In Major Terror Plot Foiled
Delhi Police arrested two men linked to ISI proxy network for planning terror attacks in Delhi-NCR and Punjab.
The Delhi Police Special Cell has uncovered what officials describe as a major terror conspiracy involving planned shootings, grenade attacks, and targeted killings across the Delhi-NCR region. Two young men from Madhya Pradesh have been arrested in connection with the alleged plot, which investigators say was being directed by a Pakistan-based gangster linked to an intelligence proxy network.
The arrested individuals have been identified as 21-year-old Rajveer and 19-year-old Vivek Banjara, both residents of Gwalior district. According to police, the duo was allegedly operating under instructions from Shehzad Bhatti, a Pakistan-based criminal figure believed to be working as an ISI proxy. Authorities said intelligence inputs about the plot were received earlier, prompting the registration of a case on March 31 and the launch of a coordinated investigation.
The first arrest was made on April 16 when Vivek Banjara was detained from the Dabra area of Gwalior. Based on information extracted during interrogation, police later arrested Rajveer on April 18 from Delhi’s Sarai Kale Khan area. Officials recovered a pistol and six live cartridges from him, along with mobile phones containing alleged incriminating videos and voice recordings.

Investigators claim that Rajveer was planning to target a major hotel in the Delhi-NCR region and was receiving operational instructions from handlers based in Pakistan. Police sources also allege that the accused were recruited through social media channels and further drawn into the network through intermediaries linked to Bhatti. The communication trail reportedly included instructions for weapon procurement, movement across states, and planned attacks at public venues.
The probe has also revealed a series of earlier alleged attempts, including a failed shooting plan in Zirakpur, Punjab, where the accused were reportedly provided with a pistol, ammunition, and cash. Police said the weapon malfunctioned during the attempt, preventing the attack. The accused allegedly documented the incident on video to share with their handlers and later attempted to conceal the weapon.
Authorities further stated that Rajveer later travelled again to obtain another firearm before planning a fresh attack in Delhi, which was foiled by the Special Cell before it could be executed. Officials said the seized devices and communication records point to a broader network, and investigations are ongoing to identify additional suspects and potential cross-border links involved in the alleged conspiracy.
