Actor-politician Kamal Haasan has urged Tamil Nadu Chief Minister C. Joseph Vijay to establish a state-run OTT streaming platform dedicated to Tamil films, documentaries, and independent cinema. The proposal was submitted during their first official meeting after Vijay assumed office. Kamal Haasan, who is also a Rajya Sabha MP, film producer, and founder of Makkal Needhi Maiam, presented a detailed memorandum outlining a series of demands aimed at reviving and strengthening the Tamil film industry amid changing market conditions and growing competition from private streaming platforms.
At the center of Kamal Haasan’s appeal was the proposal for a Tamil Nadu government-backed OTT platform that would provide affordable and subsidized access to Tamil content. In his memorandum, the veteran actor argued that such a platform could offer greater visibility to independent films and documentaries that often struggle to secure theatrical releases or commercial streaming deals. He said the initiative could help preserve Tamil cinema’s cultural identity while ensuring wider accessibility for audiences across different economic backgrounds.
Kamal Haasan also highlighted the financial and structural challenges currently affecting the Tamil film industry, including declining theatrical revenues and the increasing dominance of major private OTT companies. In his letter to the chief minister, he expressed confidence in Vijay’s leadership and stated that the industry had “great hopes” from the new administration. Describing Tamil audiences as among the most loyal film viewers in the world, he sought stronger government intervention to support cinema professionals, theater owners, and production houses facing mounting pressure in the digital era.

The meeting between the two actor-politicians also carried significant political symbolism in Tamil Nadu, a state where cinema and politics have historically shared a close relationship. Film icons such as M. G. Ramachandran and J. Jayalalithaa successfully transitioned from cinema into political leadership, while several other stars, including Sivaji Ganesan and Vijayakanth, struggled to replicate that success. Vijay’s rise to the chief minister's office in his first electoral attempt has therefore drawn considerable public and political attention across the state.
Apart from the OTT proposal, Kamal Haasan recommended several policy measures aimed at boosting the cinema sector. These included abolishing the four percent local body entertainment tax, allowing theaters to screen five shows per day, and introducing a dedicated anti-piracy enforcement wing under the Tamil Nadu Police Cyber Crime Department. He also proposed an eight-week mandatory gap between theatrical releases and OTT premieres to protect theater owners and distributors from revenue losses caused by rapid digital releases.
The actor-politician further suggested a production incentive program offering subsidies of up to 10 percent for films completing more than half of their shooting schedule within Tamil Nadu. Emphasizing cinema’s role in the state’s economy and culture, Kamal Haasan said the industry supports lakhs of families and remains a vital part of Tamil Nadu’s identity. He expressed hope that the newly formed government under Vijay would introduce policies that encourage sustainable growth, protect local content creators, and strengthen the long-term future of Tamil cinema.
