Quad Evolving Into Action-Oriented Forum, Says US Secretary Of State Marco Rubio
Quad is evolving into an action-oriented forum focused on practical Indo-Pacific cooperation.
US Secretary of State Marco Rubio on Tuesday said that the Quad grouping is steadily evolving from a discussion-based platform into an action-oriented forum, as the foreign ministers of India, Australia, Japan and the United States met in the national capital for high-level talks.
Speaking at the Quad Foreign Ministers’ Meeting in New Delhi, Rubio said the grouping was increasingly moving beyond dialogue to concrete cooperation in areas of shared strategic interest. He noted that his participation in the Quad immediately after being sworn in as US Secretary of State reflected Washington’s strong commitment to the platform and its long-term goals.
Rubio thanked External Affairs Minister S. Jaishankar and the Indian government for hosting the meeting, and also acknowledged the participation of representatives from Australia and Japan. He said the gathering came at a significant moment, as global developments have made cooperation among Quad members more relevant than ever.

According to Rubio, the objective over the past year has been to transform the Quad from a forum that “meets and talks about problems” into one that actively delivers solutions. He added that the four countries are already making measurable progress in operationalising cooperation across multiple sectors and are expected to deepen collaboration further in the current round of discussions.
He highlighted that the Quad members bring complementary strengths to address some of the world’s most pressing challenges, including humanitarian assistance, maritime security, freedom of navigation, energy security, and the diversification of critical mineral and supply chain networks. He said these shared capabilities allow the grouping to respond more effectively to global crises and strategic challenges.
The Quad, comprising Australia, India, Japan and the United States, has steadily expanded its focus in recent years to include areas such as infrastructure development, disaster response, emerging technologies and resilient supply chains, reflecting its growing role as a key strategic and economic cooperation platform in the Indo-Pacific region.
