Why a Bowl of Halwa Marks the Start of India’s Biggest Financial Exercise?

Finance Minister Nirmala Sitharaman on Tuesday participated in the traditional halwa ceremony, marking the final stage in preparations for the Union Budget 2026–27, scheduled for presentation in the Lok Sabha on February 1. The ritual formally begins the “lock-in” period for officials and staff involved in drafting and printing the Budget documents, ensuring strict confidentiality until the announcement.

The halwa ceremony carries both symbolic and practical significance. Symbolically, it represents the sweetening of the arduous and intricate process of preparing the nation’s most important annual policy document. Practically, it marks the point from which all personnel associated with the Budget are physically sequestered within North Block, preventing any leakage of sensitive fiscal information.

Over decades, the ceremony has become a symbol of continuity in governance, linking contemporary administrations with traditions dating back to the early years of independent India. Despite modern digital workflows, secure networks, and electronic document management, the ritual remains unchanged, reinforcing institutional memory within the finance ministry.
