Vice-President Nominates Newly Elected Rajya Sabha Members To Crucial House Panels

Vice-President and Rajya Sabha Chairman C.P. Radhakrishnan has nominated and re-nominated several members of the Rajya Sabha to key parliamentary committees, with the changes taking immediate effect. The appointments, announced in the Rajya Sabha Parliamentary Bulletin dated September 3, are aimed at strengthening the functioning of committees responsible for examining legislative and policy matters within the Upper House of India's Parliament. Such committee restructuring is a routine but consequential part of parliamentary administration, ensuring that oversight bodies remain adequately staffed and reflective of the House's current composition. Among the notable appointments, Sam Satish Babu has been nominated to the Business Advisory Committee, a body that plays a central role in determining the legislative agenda and time allocation for discussions in the Rajya Sabha. 

Dr. Laxmi Kant Bajpai and Sukhendu Sekhar Ray have been named to the Committee of Rules, which is tasked with reviewing and recommending changes to the procedural rules governing the House. The Committee of Privileges, which examines matters relating to the privileges of members and the House as a whole, will now include Tarun Chugh, Mithlesh Kumar, Dr. Bhim Singh, Akhilesh Prasad Singh and Tiruchi Siva. Meanwhile, S. Kalyanasundaram, Masthan Rao Yadav Beedha and L.K. Sidhish have been nominated to the Committee on the Welfare of Scheduled Castes and Scheduled Tribes, a panel that monitors the implementation of welfare measures for these communities, and Harish Beeran and Rajeev Shukla have joined the Committee on Government Assurances, which tracks commitments made by ministers on the floor of the House.

Several other panels have also seen new appointments. The Committee on Subordinate Legislation, which scrutinizes rules and regulations framed by the executive under powers delegated by Parliament, will include Sushmita Dev, Chunnilal Garasiya, Swati Maliwal, Harsh Mahajan, Neeraj Dangi and I.S. Inbadurai. M. Nagaraja, Mansingh Meraman Parmar, Dr. Ajeet Madhavrao Gopchade, Khiangte Laltluangkim and James Pangsang Kongkal Sangma have been nominated and re-nominated to the Committee on Papers Laid on the Table, a panel responsible for examining documents tabled in the House to ensure procedural compliance. The Committee on Ethics, which addresses matters of conduct among members, will now feature S.R. Sivalingam, Sanjay Seth and Manas Ranjan Mangaraj.

Additionally, Dr. John Brittas, Jose K. Mani and Upendra Kushwaha have been nominated to the Committee on Members of Parliament Local Area Development Scheme, commonly known as MPLADS, which oversees the utilization of development funds allocated to individual parliamentarians for local infrastructure and welfare projects in their constituencies. Radhakrishnan has further nominated and re-nominated members to the General Purposes Committee and the Panel of Vice-Chairpersons, two bodies that play a role in the broader administrative and procedural functioning of the Rajya Sabha. The General Purposes Committee typically advises the Chairman on matters affecting the House that do not fall within the purview of other committees, while the Panel of Vice-Chairpersons assists in presiding over proceedings when required.

In a significant political development, Congress president Mallikarjun Kharge has been re-nominated as the Leader of the Opposition in the Rajya Sabha, a position that carries considerable influence in shaping the opposition's parliamentary strategy and its engagement with the ruling government. Dr. M. Thambi Durai has been nominated to the Panel of Vice-Chairpersons, a group responsible for presiding over House proceedings in the absence of the Chairman and Deputy Chairman. In addition, Mukul Wasnik, Tiruchi Siva, Dr. Medha Vishram Kulkarni, Dr. K. Laxman, Raghav Chadha and Ranjeet Ranjan have been nominated and re-nominated as chairpersons of various parliamentary standing committees, positions that carry responsibility for guiding legislative scrutiny and policy review within their respective domains, ranging from finance and external affairs to social justice and other sector-specific concerns.

Manas Ranjan Mangaraj has also been designated as the leader of a recognised party in the Upper House, a status that determines certain procedural privileges within the House. Collectively, these appointments reflect the routine but important process by which the Rajya Sabha periodically reconstitutes its committee structure to ensure continued oversight of governmental and legislative functions across a wide range of policy areas. Parliamentary committees in India serve as key mechanisms for detailed scrutiny of legislation, budgetary allocations, and government accountability, often functioning with less public visibility than floor debates but playing a substantial role in shaping policy outcomes and holding the executive to account.
