The Uttar Pradesh government has transferred the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) from the industrial development department to the state infrastructure department in a significant administrative restructuring aimed at improving coordination and accelerating the execution of large-scale expressway projects across the state. Under the new arrangement, all responsibilities related to expressway planning, construction, and development undertaken by UPEIDA will now be handled by the infrastructure department. The change effectively brings the authority’s functioning closer to the Chief Minister’s Office, with Chief Minister Yogi Adityanath overseeing the infrastructure portfolio, marking a more centralised approach to decision-making.

Earlier, UPEIDA functioned under the industrial development department headed by cabinet minister Nand Gopal Gupta Nandi. In that structure, key project files, including proposals, budget approvals, and administrative sanctions, were routed through the department before final clearance. With the latest shift, these processes are expected to be streamlined, with approvals moving through a more direct administrative chain. Government officials said the decision was taken to reduce procedural delays and improve inter-departmental coordination between the infrastructure and industrial development wings of the administration. According to sources, the government believes that consolidating oversight of expressway projects under one department will enhance efficiency and ensure faster decision-making in time-sensitive infrastructure initiatives.

The move is also being seen in the context of Uttar Pradesh’s broader infrastructure push, particularly its ambitious expressway network expansion. Over the past few years, the state has prioritised the development of high-speed road corridors as a key driver of industrial growth, logistics efficiency, and regional connectivity. UPEIDA has played a central role in executing several flagship expressway projects that form part of this long-term development strategy. Officials noted that by shifting UPEIDA under the infrastructure department, the government aims to eliminate duplication of administrative processes and reduce bottlenecks that can arise when multiple departments are involved in project approvals. The restructuring is expected to bring greater clarity in roles and responsibilities, especially in monitoring ongoing construction and expediting pending works.

The change also reflects the state’s attempt to centralise oversight of major infrastructure projects, ensuring that planning and execution remain closely aligned with policy priorities set by the leadership. While the industrial development department will continue to play a role in investment promotion and industrial policy, expressway-related development will now be more tightly integrated with infrastructure planning. Importantly, officials confirmed that ongoing projects under UPEIDA will not face disruption due to the administrative shift. Instead, the transition is intended to improve execution speed and accountability by placing all expressway-related functions under a single supervisory framework.

State government sources further indicated that the restructuring is part of a broader governance reform approach aimed at improving efficiency across departments handling large capital expenditure projects. By minimising bureaucratic layers and enabling faster file movement, the government hopes to shorten project timelines and enhance delivery outcomes. The reorganisation is expected to have long-term implications for infrastructure governance in Uttar Pradesh, particularly as the state continues to position itself as a key hub for industrial corridors and high-capacity transport networks. Officials said the focus remains on ensuring smoother implementation of infrastructure projects that are critical to the state’s economic expansion strategy.
