Construction work at the White House contributed to communication problems that preceded a close call between US President Donald Trump's Marine One helicopter and an airline jet near Ronald Reagan Washington National Airport, according to a preliminary report released Thursday by the National Transportation Safety Board (NTSB). Investigators found that changes to Marine One's operating location during the construction affected radio communications with air traffic controllers. The incident occurred on August 4, when Marine One was preparing to take off while an Envoy Air passenger jet was also cleared for departure from Reagan National Airport. Air traffic controllers did not receive the standard warning that Marine One was about to depart because of intermittent communication problems. As a result, the airline aircraft was cleared for takeoff at roughly the same time the presidential helicopter became airborne.

The communication issue had already been recognised before the incident. According to the NTSB's preliminary findings, air traffic controllers and Marine One pilots met the previous week to discuss the failure to receive the standard three-minute warning call before presidential helicopter flights. They agreed that future warnings could be relayed through another person if direct radio communication failed. However, that alternative arrangement also did not work on the day of the incident. Investigators later determined that the underlying communication problem was connected to Marine One's relocation during construction work at the White House. The change in operating location affected the helicopter's ability to communicate reliably with the airport control tower, creating a gap between the pilots and controllers at a critical moment.

Technicians identified the source of the problem only after the close call. In response, the Federal Aviation Administration moved the radio receiver from a neighbourhood near the airport to the top of the Reagan National Airport control tower. The change was intended to improve the signal and provide more reliable communication between Marine One pilots and air traffic controllers. The NTSB's findings have raised questions about why the communication problem was not fully resolved before the August 4 incident. Aviation safety expert Jeff Guzzetti said that although officials were aware of earlier communication difficulties, they had not identified the underlying cause. The failure to establish the root of the problem meant that an alternative communication arrangement was being relied upon when Marine One prepared to depart.

The incident is particularly significant because of the security and operational requirements surrounding presidential aircraft. Marine One flights involve coordination between the helicopter crew, air traffic controllers and other aviation authorities, with advance warnings normally helping controllers manage other aircraft operating in the same area. Reliable communication is therefore essential when presidential helicopter movements coincide with commercial air traffic at a busy airport. The FAA said it took immediate action after the incident and moved the antenna to improve communications between Reagan National Airport and Marine One pilots. The agency's response was aimed at addressing the technical issue identified after the incident and reducing the likelihood of similar communication failures during future presidential helicopter operations.

The NTSB investigation remains ongoing, and its preliminary findings do not represent a final determination of the cause of the close call. Investigators are continuing to examine the sequence of communications, aircraft movements and operational decisions surrounding the August 4 incident. The findings so far, however, point to White House construction-related changes as a key factor behind the radio difficulties. The episode highlights how seemingly routine infrastructure changes can create unexpected risks in complex aviation environments. In this case, the relocation of Marine One during construction affected a communication system used to coordinate presidential helicopter movements with one of the Washington area's busiest airports. The FAA's decision to relocate the receiver is intended to correct that weakness as authorities continue reviewing what led to the close encounter.
